Town Meeting Minutes 04/27/2007 - Reconvened Annual Town Budget Meeting
April 26, 2007
Mr. Emerson:  I would like to call this meeting to order.  This is the adjourned meeting which previously took place on April 19, 2007 and at that time by motion the meeting was adjourned to today April 26, 2007 at 4:30 p.m.  So I am calling the meeting to order.  This is a continuation of the previously adjourned meeting.  At that time we had read the legal notice of the meeting and did we have a motion before us at that time?  I don‚Äôt think we did.

Ms. Ketcham:  No, we did not.  We were not prepared to set a referendum date.

Mr. Emerson:  Right.  We didn‚Äôt have any motion before us at that point and the meeting was simply adjourned.  Now, we have already read the legal notice of the meeting in the prior portion of the meeting before we adjourned it so I will dispense from the reading of the legal notice.  It‚Äôs the matter before us today was to consider and take action upon the recommendation of the Board of Finance to appropriate the sum of $41,897,048 for the annual budget for the Town of Redding for the fiscal year July 1, 2007 to June 30, 2008.  If on the recommendation of the Board of Selectmen this issue has been submitted to referendum for the purpose of the annual budget meeting shall be to set the date and time for the referendum and doing all things legal and necessary to accomplish the above named purposes and take any other action that may legally and properly come before the meeting.  Now, I do not recall whether or not at that time the Board of Selectmen had taken, recommended that the issue be submitted to a referendum.

Ms. Ketcham:  Yes, we have done that and we do have a recommendation to propose to the town meeting for the date for the referendum.

Mr. Emerson:  Okay.  Now, is there a form confirming that from the Board of Selectmen?

Ms. Ketcham:  No, I was just going to make a motion today (inaudible) town meeting to set the date.  I move that we set the referendum date for Tuesday, May 8 between the hours of 6 a.m. and 8 p.m.

Ms. Miller:  Second.

Mr. Emerson:  Okay, now in accordance with Section 7-7 of the Connecticut General Statutes then I am informed by the Board of Selectmen for the Town of Redding on their own initiative have removed the vote on the annual budget for the Town of Redding to a referendum.

Ms. Ketcham:  Yes and we notified the Town Clerk of that.

Mr. Emerson:  Therefore, there will be no vote today other than to set the date for the referendum.  I have just received a motion to set the date for the referendum from Redding‚Äôs First Selectman Natalie Ketcham so that the referendum will be held on May 8 between the hours of 6 a.m. and 6 p.m.

Ms. Ketcham:  Eight p.m.

Mr. Emerson:   Eight.  I thought it was usually eight.  Six a.m. and 8 p.m.  Is that correct?

Ms. Ketcham:  Correct.

Mr. Emerson:  Is there a second to that motion?

Ms. Miller:  Second.

Mr. Emerson:  The motion has been made and seconded.  Is there any discussion of holding the referendum on May 8 between the hours of 6 a.m. and 8 p.m.?  Hearing none, I‚Äôll take a vote.  All in favor, please signify by saying aye.

Audience:  Aye.

Mr. Emerson:  All opposed?  The motion is carried unanimously and the referendum is now set for May 8 between the hours of 6 a.m. and 8 p.m.  Is there any other business to come before this meeting?  Hearing none I‚Äôll entertain a motion to adjourn.

Ms. Miller:  So moved.

Mr. Emerson:  A motion has been made.  Is there a second?

Ms. Ketcham:  Second.

Mr. Emerson:  All in favor please signify by saying aye.

Audience:  Aye.

Mr. Emerson:  All opposed please signify by saying no.  The motion is carried unanimously.  The meeting is adjourned.  Thank you for coming.
