Ms. Ketcham: Good evening. I would like to call this special town meeting to order. The first item on our agenda is to elect a permanent moderator. Is there a nomination?
Ms. Miller: I nominate Judge Richard Emerson.
Ms. Ketcham: Is there a second?
Mr. Pattee: Second.
Ms. Ketcham: Judge Emerson has been nominated and seconded. Are there any other nominations? Hearing none, all in favor of Judge Emerson signify by saying aye.

Ms. Ketcham: Anyone opposed? Then the hearing is unanimously and the meeting is Judge Emerson’s.
Mr. Emerson: Thank you Mrs. Ketcham. As the first item of the meeting this evening, I call upon Tina Miller, Redding’s Selectman, selectperson, selectwoman
Ms. Miller: Selectman, yes.
Mr. Emerson: To read the warning of the meeting.
Ms. Miller: Warning, Notice of Special Town Meeting. The Legal Voters in the Town of Redding, Connecticut and those entitled to vote therein are hereby warned and notified to meet at the Special Town Meeting to be held in the Hearing Room of the Town Hall Office Building in Redding, Connecticut on April 6, 2006 at 7:30 p.m. for the following purpose: 1.) Upon the recommendation of the Board of Selectmen and the Planning Commission to discontinue the portion of North Main Street from a point just west of the Norwalk River Bridge to the existing railroad crossing as shown on the discontinuance plan on file in the Town Clerk’s office. To do any and all things legal and necessary to accomplish the above named purpose and to take any
other action that may legally come before the meeting. Dated at Redding, Connecticut this 21st day of March 2006. Board of Selectmen: Natalie Ketcham, First Selectman; Tina Miller, Selectman; Donald Takacs, Selectman.

I have also received a return certifying as to the publication of the warning of this meeting signed by Natalie Ketcham, Redding’s First Selectman and I direct that that certification be recorded with the doings of this meeting in accordance with the requirements of Section 7-4 of the Connecticut General Statutes. As you all just heard, we have one item on the agenda this evening which is to act to approve the recommendation of the Board of Selectmen and the Planning Commission to discontinue the portion of North Main Street from a point just west of the Norwalk River Bridge to the existing railroad crossing as shown on the discontinuance plan on file in the Town Clerk’s
office. Would anyone care to put that motion before the meeting?

Ms. Ketcham: I would just like to make a brief statement. Natalie Ketcham, First Selectman.
Mr. Emerson: Go ahead. I think we all know who you are Mrs. Ketcham, Redding’s First Selectman.
Ms. Ketcham: Okay. Yes, I wanted to make sure that everyone had received a packet of information as you entered. We tried to give you everything that you might need to know about this issue. It was a request from Georgetown Land Development Company because this discontinuance is necessary to implement the master plan approval for the site which the company received a year and a half ago from the zoning commission and as the record states it has been approved by the Redding Board of Selectman. We did send a referral over to the Redding Planning Commission who also approved it as consistent with the town plan of conservation and development. If the town meeting approves this tonight, the discontinuance will be effective tomorrow,
however, the road itself will remain open to the public until such time as construction on the site would necessitate its closure for public safety and then it will be reopened immediately upon construction. If there are any questions or the attendants tonight wish to have more information, we do have maps in front and people here to answer any questions. Are there any questions? Thank you.
