REDDING BOARD OF SELECTMEN
SPECIAL MEETING
Minutes
October 28, 2010

Present: Ketcham, Takacs, Pemberton
Also present: three members of the public and a representative of the Redding Pilot

Mrs. Ketcham called the October 28, 2010 meeting to order at 7:30 pm in the Hearing Room of the Redding Town Office Building.

APPROVAL OF MINUTES
Motion: move that the minutes of the September 17, 2010 meeting be accepted as submitted.  Takacs, Pemberton.  Approved. Unanimous.

Motion: move that the minutes of the September 20, 2010 meeting be accepted as corrected.  Takacs, Pemberton.  Approved. Unanimous.
Correction: Energy Usage Savings Update, delete extra $ in line 1.

Motion: move that the minutes of the October 25, 2010 meeting be accepted as corrected.  Takacs, Pemberton.  Approved. Unanimous.
Correction:  change Trax to Trex

DONATION BY CHRIST CHURCH, PRESCHOOL PLAYGROUND EQUIPMENT FOR PLACEMENT AT TOPSTONE PARK
Christ Church has offered to donate playground equipment to the Town of Redding for placement and use at Topstone Park.  The Board of Selectmen conducted a site walk of the equipment at the church and looked at the site where the equipment could be installed at Topstone Park.  The area planned for installation is away from the beach area and is easily accessible from the parking lot.  Paul Degener, Chairman of the Park and Recreation Commission, was present and stated that the Commission hopes the new equipment will provide Redding families with a children’s playground for use year round.  The firm that manufactured and installed the equipment at Christ Church will supervise the re-installation of the equipment at Topstone Park and will provide certification as to the safety of the equipment and installation.  The cost of those services is estimated at $2,800.  In addition, bark mulch ground cover will be added to the site.

The Park and Recreation Commission endorse the acceptance of the donation as it provides a benefit for many families, especially after the beach season.  The playground will be available year-round and should increase usage at Topstone Park. Parents and guardians will be responsible for monitoring the safety of their children when using the playground equipment since no town staff will be assigned to supervise this play area.

Motion: move that the Redding Board of Selectmen accept, with gratitude, the donation of Christ Church of playground equipment, and approve the installation of the equipment at Topstone Park as described.  Takacs, Pemberton.  Approved. Unanimous.

EMPLOYEE HANDBOOK CHANGES
  • New Employee Defined Contribution Pension Plan 457:  the Town’s employees participate in the Municipal Employee’s Retirement Fund(MERF) with the State of Connecticut, and in addition, there is a voluntary option of participating in the 457 Plan (no participation of the Town).  The proposed change offers new employees participation in the 457 Plan with the Town contributing to the plan.  The 457 Plan is a portable plan, MERF is not.  Mr. Takacs questioned the 5-year vesting portion of both programs and asked if that was consistent with other area towns.  No action was taken on this matter; further information on the vesting issue will be collected.
  • Leave of Absence Limitation Clause: this standard clause was recommended for inclusion in the Handbook.
Motion: move that the Redding Board of Selectmen approve the Leave of Absence Limitation Clause for inclusion in the Employee Handbook.  Pemberton, Takacs.  Approved. Unanimous.

  • Clarification on expense re-imbursement language:  this is a clarification of existing language.
Motion; move that the Redding Board of Selectmen approved the change in the expense-re-imbursement language in the Employee Handbook as discussed.  Pemberton, Takacs.  Approved. Unanimous.

ROUTE 53-SIDECUT ROAD-UMPAWAUG ROAD INTERSECTIONS
The Milone and MacBroom plan for the intersection of Route 53 and Sidecut Road was reviewed.  Chief Police Fuchs explained how the proposed changes will correct the current issues of traffic southbound on Route 53 from turning onto Umpawaug Road at high speed and the sight line for traffic making a left hand turn from Umpawaug Road onto Route 53.  The Highway Department will do the work necessary to make the intersection a T intersection as proposed.  The State Department of Transportation does not have any issues with the proposed changes.  Mrs. Ketcham reported the Planning Commission reviewed the proposed changes and approved of them.

Motion: move that the Redding Board of Selectmen approve the proposed changes to the intersection of Route 53 and Umpawaug Road as presented.  Takacs, Pemberton.  Approved. Unanimous.

EXECUTIVE SESSION
Motion: move to recess to executive session for discussion of action to enforce the legal rights of the Water Pollution Control Commission to reimbursement for expenses and legal action.  Takacs, Pemberton.  Approved. Unanimous.

The meeting will be held jointly with the Board of Finance.  Also invited to be present for the executive session: Attorney Lavelle, Mr. Gnaidek, and members of the Water Pollution Control Commission.

The meeting recessed at 8:00 pm.

RECONVENE
The Chair reconvened the meeting in public session at 10:30 pm

Motion: move to adjourn the meeting.  Takacs, Pemberton.  Approved. Unanimous.

The meeting was adjourned at 10:31 pm.
