REDDING BOARD OF SELECTMEN
MEETING
Minutes
August 12, 2010
Present: Ketcham, Takacs, Pemberton
Also present: Two members of the public and a representative of the Redding Pilot
Mrs. Ketcham called the August 12, 2010 meeting to order at 7:30 pm in the Hearing Room of the Redding Town Office Building.
APPROVAL OF MINUTES
Motion: move that the minutes of the July 8, 2010 meeting be accepted as submitted. Takacs, Pemberton. Approved. Unanimous.

UPDATE ON POLICE ADDITION
The bid process for the police station addition resulted in only one bid below the $400,000 prevailing wage threshold. All bidders were asked to submit bids without use of prevailing wage. That bidder then removed his bid after realizing that the bid did not include complete information and costs. The project is being rebid with the architect’s proposed deducts in the bidding specifications.
TOPSTONE PARK DISCUSSION WITH PARK AND RECREATION COMMISSION
Paul Degener, Chairman of the Park and Recreation Commission, presented a plan for the preservation and improvements for the Topstone beach and swimming area. The presentation included photos of the beach/park area in the 1970’s when the park property was acquired from Edward Steichen. Current aerial photos of the same area show a considerable area of the beach overtaken with grass/weeds and sand erosion, as well as overgrowth of water plants. The result has created a smaller beach area and another area that is unsightly
The Park and Recreation Commission presented a plan to restore/remediate the area during this fiscal year and have budgeted for the work. The plan includes:
- replacement of grassy/weedy area with sand
- a dig-up or roto-tilling of the deep sand base and redistribution over beach area
- addition of sand as needed
- replacement of encroaching weed/grass in the shaded beach area, NW corner of the beach.
The plan also includes consideration of the relocation of the existing changing area to an area more convenient to the showers, but this proposal will need to go to the Zoning Commission for approval.
Mrs. Ketcham suggested the Park and Recreation Commission consult with the Conservation Commission prior to moving forward on the plan. There are no significant changes and the plan restores the beach/park to the original state, but the Conservation Commission should be made aware of the work that will be done.
Mr. Degener also reported on a variety of other programs that the Park and Recreation Department is doing to use Topstone Park and make the park usable for residents beyond the use as a beach.
ATHLETIC FIELDS COMMITTEE UPDATE
Mr. Takacs reported the design proposal has been completed by Blades and Goven and the project will next move to the Conservation Commission for approval. The State report on turf fields was recently released and found there are no elevated health risks with turf fields. The report indicated zinc is a product in the run-off, but that can be handled through proper drainage. The potential zinc concentrations could affect microorganisms, not humans.
The Committee is setting up a 501(c)3 for the collection of donations for the cost of the fields. The approximate cost is $850,000, with $400,000 of that amount coming from a STEAP grant. The group has a commitment of $100,000 from a user group. About $40,000 has been expended or committed to date, and an additional $390,000 will need to be collected from private donations.
GEORGETOWN STREETSCAPE PROJECT UPDATE
Mrs. Ketcham reported the Streetscape project, a project that is 100% federally & state funded, was put out to bid. The bids were vetted and the three low bids have now been forwarded to the State DOT for review. After the review is completed, they will give the Town of Redding authorization to award the bid.
ROUTE 107 INTERSECTION IMPROVEMENT UPDATE
The signalization of the two intersections on Route 107, a federally funded project, is moving forward. A Consultant Selection Panel must be established by the Town to select a consultant for construction inspection services for the project. The required panel of three people includes the town/municipal engineer. Since Redding does not have a municipal engineer, the Board of Selectmen supported the plan to explore the use of a neighboring town’s engineer for the review work that the panel will perform. This concept further the idea of regionalization or sharing of resources with area towns.

Motion: move that the Board of Selectmen recess to Executive Session for a personnel matter. Takacs. Pemberton. Approved. Unanimous.
