REDDING BOARD OF SELECTMEN
MEETING
June 16, 2009
Present: Ketcham, Miller, Takacs
Also present: three members of the public and a representative of the Redding Pilot     

Mrs. Ketcham called the June 16, 2009 meeting to order at 7:30 pm

APPROVAL OF MINUTES
Motion: move that the minutes of the May 15, 2009 meeting be approved as amended.  Takacs, Miller. Approved. Unanimous.
Present at the meeting:  Mrs. Ketcham, Mrs. Miller, Mr. Takacs, and Mr. Alvarez.

Motion: move that the minutes of the May 18, 2009 meeting be approved as corrected. Miller, Takacs. Approved. Unanimous.
Correction:  page 3, the motion regarding the traffic signals, line 3, change with to wish; page 3, last paragraph under Options for Station Road Bridge should read as follows: .The Board of Selectmen will recommend repair of the bridge and will present the project to the Board of Finance at their meeting on May 27, 2009.

REAPPOINTMENT
Motion: move that the Board of Selectmen reappoint Paul Degener to the Park and Recreation Commission with a term expiring 6/30/11.  Miller, Takacs.  Approved. Unanimous.

RESOLUTION FOR THE DEPARTMENT OF ECONOMIC AND COMMUNITY DEVELOPMENT
The Resolution is part of the grant application process for remediation work on the Georgetown lagoon.

Resolution:  Be it resolved, that the Board of Selectmen authorizes First Selectman Natalie Ketcham to apply, on behalf of the Town and for the benefit of Georgetown Redevelopment Company, to the Department of Economic and Community Development for a Brownfields Municipal Pilot Program Grant in an amount not to exceed $425,000, to be used for the redevelopment and remediation of the lagoon property in the Georgetown Special Taxing District, and to execute all documents required for the receipt of said grant.  Takacs, Miller.  Approved. Unanimous.

ADOPTION OF EMPLOYEE HANDBOOK
The board members completed a final review of the handbook.

Motion: move that the Board of Selectmen approve the revised and updated 2009 Employee Handbook to take effect July 1, 2009.  Miller, Takacs.  Approved. Unanimous.

DISCUSSION OF SPEED ENFORCEMENT
Mrs. Ketcham suggested the Board of Selectmen review the resident concerns about speeding on local roads at a future meeting.  The discussion would include a report from the Chief of Police documenting the number of complaints about speeding, how the complaints were addressed, and the results of any action taken.  In addition, the Highway Superintendent would be asked to address issues related to roadway conditions.  Mrs. Miller suggested the topic of road safety be a factor in the discussion, including safety for the cars, walkers, joggers and bikers.

As part of the discussion of roads, the Board received a draft copy of a Planning Commission subcommittee report on traffic calming.   

The road speeding and safety discussion will be scheduled for the July 20, 2009 Board of Selectmen meeting.  The Police Chief, Highway Superintendent & Planning Commission subcommittee will be invited to attend and discuss the issues.  Members of the public will be encouraged to attend.

Mrs. Ketcham also reported that Town engineers Milone & MacBroom have a proposal to do a road condition analysis.  The analysis could be the basis for a 20-year road repair and renovation plan.  Milone & MacBroom will be invited to the July 20, 2009 BOS meeting to describe the proposal and entertain questions.  

OTHER BUSINESS
July 23, 2009 was scheduled for the annual Employee Appreciation Day picnic.

EXECUTIVE SESSION
Motion: move that the Redding Board of Selectmen enter into executive session to discuss matters pertaining to personnel compensation. Miller, Takacs, Approved. Unanimous.
The time was 8:10 pm

RECONVENE
Mrs. Ketcham reconvened the meeting in public session at 8:45 pm

ADJOURNMENT
The Chair adjourned the meeting at 9:10 p.m.
