Meeting Minutes

February 19, 2008

Present: Miller, Takacs, Ketcham

Mrs. Ketcham called the February 19, 2008 meeting to order at 7:35 pm.

 

APPROVAL OF MINUTES

Motion:  move that the minutes of the January 22, 2008 meeting be accepted as submitted.   Miller. Takacs.  Approved Unanimous.

 

Motion: move that the minutes of the January 29, 2008 meeting be accepted as submitted.  Miller, Takacs.  Approved. Unanimous.

 

Motion: move that the minutes of the February 4, 2008 meeting be accepted as corrected.  Miller, Takacs.  Approved. Unanimous.

Correction: paragraph 2, Chief Fuchs’ recommendation

 

POLICE STATION ROOF REPLACEMENT

The replacement of the roof on the Police Station building was put out to bid.  The recommended bid includes a contingency for potential replacement of plywood which cannot be determined until the work is underway.

 

Motion:  move to accept the bid and recommend to the Board of Finance the bid for replacement of the roof on the Police Station building pending satisfactory reference checks, for an amount not to exceed $14,380- from Capital and Non-Recurring.  Takacs, Miller.  Approved. Unanimous.

 

Motion:  move that pending Board of Finance approval and satisfactory reference checks, a Town Meeting will be set for March 13, 2008 to act on an appropriation for the replacement of the roof on the Police Station building.  Ketcham, Takacs.  Approved. Unanimous.

 

REQUEST FOR ORDINANCE TO EXEMPT CERTAIN MOTOR VEHICLES

A citizen requested that the Town of Redding establish an ordinance exempting motor vehicles equipped for disabled persons from local property tax, per Public Act #98-125.  State statute allows towns to adopt such ordinances.

 

Motion:  move that the Board of Selectmen recommend to the Board of Finance that the Town adopt an ordinance exempting from property tax ambulance-type vehicles or any motor vehicle adapted for disabled persons as specified by State statute12-81C, with the ordinance to be drafted at a later date.  Miller, Takacs.  Approved. Unanimous.

 

APPOINTMENTS

Motion:  move that the Board of Selectmen appoint Michael Bakanas to the Planning Commission with a term expiring 11/17/09.  Miller. Takacs.  Approved. Unanimous.

 

Motion: move that the Board of Selectmen reappoint Thomas Flagg and Toby Wells, and appoint Jerry Sarnelli as Planning Commission alternates, with terms expiring February 2012. Takacs, Miller.  Approved. Unanimous.

 

Motion:  move that the Board of Selectmen reappoint Amy Atamian, Gary Miyashiro and John Shaban as Zoning Commission alternates with terms expiring February 2012.  Miller. Takacs.  Approved. Unanimous.

 

ATHLETIC FIELDS UPDATE

Mr. Takacs reported that DEP Review of the JRMS field project not yet approved the application for the fields project.  Mrs. Ketcham will follow up with the DEP office.

 

GLDC UPDATE

Aquarion Water was recently granted the water diversion permit, allowing water to be brought to the GLDC site.  The resolution of this issue will allow the project to move forward in the Spring.

 

CLEAN ENERGY CAMPAIGN UPDATE

The Clean Energy Committee Chair, Susanne Krivit, submitted a written report indicating that thee Town has earned 2 kW solar PV system to date, and received a bonus of one kilowatt for achieving 2.5% of household participation in the program.  The process for installation of the solar PV system at the Redding Elementary School has begun.  An analysis of what is the optimum installation will be done.  There is a grant program available to help fund additional panels if it is deemed advantageous to install more panels at this time.

 

The Committee has also planned a Clean Energy Event on March 2, 2008.  The event will include the viewing of a documentary film, The Warming of Connecticut.

 

RESOLUTIONS

Resolution:  Be it resolved that Natalie T. Ketcham, duly elected Redding First Selectman is authorized to negotiate and execute all necessary agreements with te State of Connecticut Department of Transportation, including the Agreement No. 6.01-26(07) signed and dated December 28, 2007.  Miller.  Takacs. Approved. Unanimous.

 

Resolution:  Resolved, that Natalie T. Ketcham, First Selectman, or the Town Clerk as her designee is empowered to execute and deliver in the name of and on behalf of this municipality, an application to be filed with the Connecticut State Library for a Historic Document Preservation Grant. It is further resolved, that Natalie T. Ketcham, First Selectman, is empowered to execute and deliver in the name and on behalf of this municipality a contract with the Connecticut State Library for a Historic Documents Preservation Grant. Miller, Takacs.  Approved. Unanimous.
