Board of Selectmen

Meeting Minutes

February 20, 2007

 

Present:  Ketcham, Miller, Takacs (8:25 pm)

Also present:  one member of the public and S. Wolf of the Redding Pilot

 

Mrs. Ketcham called the February 20, 2007 meeting to order at 7:35 pm in the Conference Room of the Redding Town Office Building.

 

APPROVAL OF MINUTES

Motion: move to approve the minutes of the January 16, 2007 meeting as submitted.  Miller, Ketcham.  Approved. Unanimous

 

Motion: move to approve the minutes of the January 29, 2007 meeting as submitted.  Miller, Ketcham.  Approved. Unanimous

 

Motion: move to approve the minutes of the February 5, 2007 meeting as submitted.  Miller, Ketcham.  Approved. Unanimous

 

ZONING COMMISSION REFERRAL: AMENDMENT TO ZONING REGULATIONS Section 4.2

The Board was in agreement to enter an opinion or comment on the Zoning Commission referral.  Mrs. Miller suggested a separate meeting, prior to the Public Hearing on March 14, 2007, to discuss the issue further.  March 5, 2007, from 7 pm to 8 pm was set as a meeting to discuss the referral.  Mrs. Ketcham provided copies of a white paper from the Nature Conservancy regarding the impact of increased density on alternative septic treatment systems.

 

CREATION OF TOWN ALTERNATE POSITIONS ON THE BOARD OF ASSESSMENT APPEALS

The current Board of Assessment Appeals Board has three members.  Due to the property revaluation process concluding this year, there may be more than usual appeal applications for the Board of Assessment Appeals to consider.  The addition of alternates to the board members was recommended. 

 

A brief recess was taken from 8:08 pm to 8:25 pm.

Mr. Takacs arrived at 8:25 pm

 

Motion:  move that the Board of Selectmen create two alternate positions, one Democrat and one Republican, for the Board of Assessment Appeals for the current assessment year ending September 30, 2007.  Miller, Takacs.  Approved. Unanimous.

 

AGENDA ADDITION

Motion:  move to add to the agenda, Appointment to Fill Vacancy on Board of Assessment Appeals. Miller, Takacs.  Approved. Unanimous.

 

APPOINTMENT TO FILL VACANCY ON BOARD OF ASSESSMENT APPEALS

Motion:  move to appoint Greg Stackpole to fill the vacancy on the Board of Assessment Appeals, with a term ending November 11, 2009.  Takacs, Ketcham.  Approved. Unanimous.

 

APPOINTMENT OF BOARD OF ASSESSMENT APPEALS ALTERNATES

Motion:  move to appoint Leon Karvelis as an alternate to the Board of Assessment Appeals.  Miller, Takacs.  Approved. Unanimous.

 

Motion:  move to appoint Rob Gorman as an alternate to the Board of Assessment Appeals.  Takacs, Miller. Approved. Unanimous.

 

REVIEW OF PROPOSED LEGISLATION IN THE 2007 GENERAL ASSEMBLY

Mrs. Ketcham provided information from Connecticut Home regarding proposed zoning changes.  She also reported a proposal to mandate DOT to build the Super 7 Highway will be discussed.  She, along with representatives of HVCEO will be in Hartford to testify regarding the proposal.

 

ATHLETIC FIELDS UPDATE

Barry Blades submitted a list of questions/issues for clarification.  Mr. Blades is working toward his 4-week schedule to have his report/study completed by March 20, 2007.  Following discussion of the open issues, it was concluded that a small subcommittee composed of Mr. Takacs, Mr. Hocker, Mr. Blick of Park & Recreation, and a representative of the schools should meet and address the issues.  A meeting of the subcommittee will be arranged for sometime next week.

 

RESOLUTION AUTHORIZING THE FIRST SELECTMEN TO RENEW A CONTRACT WITH HRRA

Resolved:  that the Redding Board of Selectmen authorize the First Selectman, Natalie T. Ketcham, to sign the contract with the Clean Harbors Environmental Services Inc. on behalf of HRRA.  Takacs, Ketcham.  Approved. Unanimous.

 

RESOLUTION AUTHORIZING THE FIRST SELECTMAN OR THE TOWN CLERK TO EXECUTE AN APPLICATION

Resolved: that  Natalie T. Ketcham, First Selectman, or the Town Clerk as her designee is empowered to execute and deliver in the name of and on behalf of this municipality, an application to be filed with the Connecticut State Library for a Historic Document Preservation Grant.  Miller, Takacs.  Approved. Unanimous.

 

RESOLUTION AUTHORIZING THE FIRST SELECTMEN TO EXECUTE A CONTRACT

Resolved: that Natalie T. Ketcham, First Selectman of the Town of Redding, is empowered to execute and deliver in the name and on behalf of this municipality a contract with the Connecticut State Library for a Historic Documents Preservation Grant.  Miller, Takacs.  Approved.  Unanimous.
