Board of Selectmen

Meeting Minutes

September 17, 2007

Present: Miller, Takacs, Ketcham

Also present:  B. Sanford, D. Fuchs, six members of the public and S. Wolf of the Redding Pilot

 

Mrs. Ketcham called the September 17, 2007 meeting to order at 7:30 pm.

 

APPROVAL OF MINUTES

Motion:  move that the minutes of the August 27, 2007 meeting be accepted as submitted.  Takacs, Miller.  Approved Unanimous.

 

REQUEST FROM CHRIST CHURCH EPISCOPAL: request to place a permanent sign on town property:  the proposed location of the sign is the triangular parcel at the intersection of Route 107 & Cross Highway.  Chief Fuchs reported the parcel of land could be state property rather than a town owned parcel.  He recommended the church send their request to the State Traffic Commission.  If that Commission determines the parcel is town owned property, the request would come back to the Board of Selectmen for action.

 

REPORT ON ROAD RECONSTRUCTION BOND PROJECT: Highway Superintendent Sanford provided a written report.  He stated that a total of 33.8 miles of roadway reconstruction had been completed and a total of over 6,000 feet of drainage work was completed. The increase cost of oil increased the price of materials for the project, so the planned 40 miles of roadway could not be completed.  Giles Hill Road will be completed this week, and roadway basins will be installed on Sanford Town Road and Wood Road.  The installation of basins has had a positive impact by lessening the drainage into the wetlands. He reported the project was completed ahead of schedule and he is very pleased with the work of his crew.

 

DISPOSITION OF A .29 ACRE FUTURE ROADWAY PARCEL ON OLD ORCHARD DRIVE [re: Levine property] Dick Emerson, representing ROLI, reviewed the map showing the 0.29 acre future roadway parcel.  Currently the driveway of the adjacent property crosses a portion of the .29 acre.  The recommendation was to convey 0.13 of the parcel to the property owners, Robert & Mary Pat Cieri, and the remaining 0.16 to the Nature Conservancy.

 

Motion:  move that the Board of Selectmen schedule a Town Meeting on Thursday, October 4, 2007 in the Redding Town Office Building at 7:30 pm for the disposition of the 0.29 acre future roadway parcel on Old Orchard Drive adjacent to the Levine property, with 0.13 acre to the adjacent homeowners, the Cieri’s, and the 0.16 acre to the Nature Conservancy.  Miller, Takacs.  Approved. Unanimous.

 

ATHLETIC FIELDS UPDATE

Mr. Takacs reported that Barry Blades had things moving along.  Site analysis on the JRMS field adjacent to the septic field is scheduled to be performed on September 26. 

 

BOARD OF ASSESSMENT APPEALS REAPPOINTMENT

Motion:  move that the Board of Selectmen reappoint Leon Karvelis to the Board of Assessment Appeals for a term running from 10/1/07 to 9/30/08.  Miller, Takacs.  Approved. Unanimous.

 

HERITAGE HOUSE UPDATE

Mrs. Ketcham reported there has been some activity on the Heritage House property, but no offers have been made.  She has been advised that access to an internet listing of the property would be beneficial.  This would require engaging a listing broker/realtor to market the property.  An article will be run in the Redding Pilot asking for proposals from local realtors.  The Board of Selectmen will review the proposals to determine is this is an option to consider.

 

CLEAN ENERGY CAMPAIGN UPDATE:  the Clean Energy Steering Committee is working to develop more marketing ideas.  The Redding Board of Education has endorsed the concept of solar panels on the roof of the electric wing of Redding Elementary School and will add the completion of the solar panel installation to their capital plan.

 

EMERGENCY MANAGEMENT DIRECTOR

Don Takacs will serve as the Emergency Management Director for Redding.  Chief Fuchs will be Deputy Emergency Management Director concentrating on grant writing and communication aspects.  Doug Hartline will be Deputy Emergency Director concentrating on public health issues.  Joe Paola will be Deputy Emergency Director concentrating on the Emergency Operation Center.

 

EXECUTIVE SESSION

Motion:  move that the Board of Selectmen recess to executive session to discuss personnel matters and contract negotiations.  Miller, Takacs.  Approved. Unanimous.

Chief Fuchs and Valerie Zebrowski were invited to be present.

The meeting recessed at 8:23 p.m.

 

RECONVENE

The Chair reconvened the meeting at 9:40 pm

 

No further action was taken.
