Minutes

March 5, 2007

 

Present:  Ketcham, Miller, Takacs

Also present:  six members of the public and S. Wolf of the Redding Pilot

 

Mrs. Ketcham called the March 5, 2007 meeting to order at 7:06 pm in the Hearing Room of the Redding Town Office Building.

 

TO CONSIDER ACTION ON THE ZONING COMMISSION REFERRAL: AMENDMENT TO ZONING REGULATIONS SECTION 4.2 BY ADDING 4.2.8 IN THE R-2 ZONE FOR ACTIVE ADULT RESIDENTIAL VILLAGES.

Mrs. Miller prepared a draft of a letter to be sent from the Board of Selectmen to the Zoning Commission.  She summarized the contents of the letter and explained her thinking on the matter.  The letter was based on the consensus of the selectmen at the previous meeting that the Board of Selectmen would oppose the proposal  becauseit id not provide any benefit to the town, and it would have a major impact on the Town’s status as an environmental buffer..  The existing Town of Conservation and Planning specifies low density housing in all areas of Redding except for the Georgetown village area. The logical area for higher density housing is in areas with access to sewers, water, transportation, wide roadways and sidewalks.  Mrs. Miller suggested that the proposal would more appropriately  be discussed during the preparation of the update of the Town Plan for 2008.

 

Comments were taken from the public.

Allison Cottle, Orchard Drive:  she agreed with all that was said.

 

Gene Connolly, Meeker Hill:  commented that the proposed AARV plan does not address affordable housing.  Mrs. Miller responded that her letter does not address affordable housing directly.

 

Steve Montanaro :  stated that he thinks he Zoning Commission believes the proposal will address the affordable issue.

 

Parker Coats, Long Wall Drive:  stated that he put the proposal together as a volunteer to assist the Zoning Commission, rather than hiring a consultant to do the work.  He believes there are many senior residents of Redding who are interested in moving to smaller quarters with little maintenance work, or an alternate live style.  Mrs. Miller responded that the opportunity for such a proposal is with the Planning Commission when they develop the Town Plan of Conservation and Planning for 2008.

 

The Board of Selectmen reviewed the draft letter carefully and made some minor adjustments.  They were in agreement to send the referral letter to the Zoning Commission.

The meeting was adjourned at 7:50 pm.
