Redding Athletic Fields Committee Meeting Minutes
Town Clerk’s Office - 06/08/2010

Mr. Takacs called the June 8, 2010 meeting to order at 8:35 pm in the Town Clerk’s Office at the Redding Town Office Building.

APPROVAL OF MINUTES: Approval of the minutes for April 6 will be deferred to the next meeting.

REVIEW BLADES & GOVEN STATUS RCC FIELD NO. 2
Mr. Blades presented and discussed the latest drawing for the full size Multipurpose RCC Field No. 2, L101, which will accommodate most sports, including football. Key components of this design include various areas of excavation, drainage, and significant disturbance to the existing wetlands but less than 5,000 square feet (4,761), which will not require review by the Army Corps of Engineers.  

The “access road” on the drawing is actually a pathway for service and emergency vehicles. It is not part of the parking lot or entrance road to RES or the RCC.  

The latest cost estimate allows for the “lions share” of the site “prep” excavation to be done by the Town Highway Department. Since using that resource will not provide actual overall costs, Mr. Blades was asked to get quotes from outside contractors for the entire project, (including prep work.) After having competitive information, we will then know how much can be saved by using Highway Department facilities and personnel. The cost benefit of utilizing Highway facilities will be addressed in any overall cost assessment.

A key cost question is how much rock will be encountered during the initial excavation portion of the project. For this reason, additional test borings must be made in order to obtain a definitive estimate for excavation of the area. Mr. Blades estimated we would need at least twenty borings of the site for a “topographic profile” of the amount of subterranean rock to be encountered during this portion of the project.

Mr. Degener mentioned having a preliminary dialog with a local landscaping contractor who may be able to charitably offset some of the initial rock crushing costs.

DISCUSSION OF FUNDRAISING
Mr. Degener will provide further information on the proposed brochure at the July meeting. He has asked for additional photos from sports user groups and additional shots of Field 2 as well as any artificial turf photographs for the layout.

A brief discussion of the 501(c)(3) start up was held.  Suggestions for officers and the name are continuing.  Suggestions should be submitted by committee members via email. Mr. Degener mentioned that he would prefer that the organization be led by someone not representing or committed to one sports user group vs. another.

MEETING ATTENDENCE
Future meetings scheduled to start at 8:00 PM will start at 8:00 PM, or no later than 8:15 PM.  If a quorum is not present 15 minutes after the scheduled start of the meeting, it will be canceled and rescheduled for another date.

The next regular meeting will be on, Tuesday, July 6, at 8:30 PM, by unanimous vote of the attending members.
