ATHLETIC FIELDS COMMITTEE
Regular Meeting, Tuesday, December 1, 2009
Town Hall Hearing Room
8:00 P.M.

Attendance:  Don Takacs, Chris Hocker, Liz Pelzar, Paul Degener, Paul Winstanley; no members of the public were present.

The meeting was called to order at 8:10 pm.

1.   Approval of Minutes.  Minutes of the previous meeting of October 6, 2009 were reviewed and approved unanimously (Winstanley, Degener).

2.  Status of Blades & Goven Report.  Mr. Takacs distributed copies of a proposal that Blades & Goven had submitted to the Town to provide engineering and construction administration services.  It was generally agreed that services under “Phase 1 and 2” were appropriate at this time, with Phase 3 services (construction administration) to be held for future consideration until actual construction was imminent.  A discussion followed regarding the desirability of hiring an independent construction manager for the work.

Motion:  That the Athletic Fields Committee recommends to the Board of Selectmen to accept Phases 1 and 2 of the Blades & Goven proposal of August 21, 2009 (Degener, Winstanley).  Motion carried unanimously.

3.  Discussion of Funding Strategies.  Mr. Takacs distributed an outline of possible steps that could be taken to build public awareness of and support for fundraising efforts for the field improvement.  Discussion followed.  There was support for the creation of a brochure or other descriptive written material to explain the need and the concept; Mr. Degener volunteered to draft such a document.  There was additional discussion of the desirability of creating a tax-exempt organization for soliciting contributions.  Mr. Hocker volunteered to investigate this further.

4.  Public Comment.  None.

5.  New Business.  Mr. Degener described the Park & Recreation Commission’s consideration of a pavilion to be constructed at the Redding Community Center fields and asked that the Town consider incorporating such a structure into the design and construction of the field renovation.

Mr. Winstanley reminded the committee that Mr. Blades should be asked to investigate the possibility of lengthening the proposed field renovation sufficiently to accommodate football.

Mr. Degener requested that the Committee add an additional member representing the Park & Recreation Commission; this would bring the Committee membership to seven.  After brief discussion:

Motion: To add one additional member of the Committee representing the Park & Recreation Commission, subject to the Chair’s approval (Degener, Winstanley).  The motion passed unanimously.

6.  Adjournment.  There being no further business, the meeting was adjourned at 9:20 pm.
