ATHLETIC FIELDS COMMITTEE
Regular Meeting, Tuesday, October 6, 2009
Town Hall Hearing Room
8:00 P.M.
Attendance: Don Takacs, Chris Hocker, Liz Pelzar, Paul Degener, Ted Auer, Paul Winstanley; Barry Blades of Blades & Goven; no other members of the public were present.
The meeting was called to order at 8:10 pm.
1. Approval of Minutes. Minutes of the previous meeting of July 7, 2009 meeting were reviewed and approved without opposition; Mr. Degener abstained (Takacs, Pelzar).
2. Status of Fields Effort. Mr. Takacs summarized activities since the July meeting:
a. The Town has activated the STEAP grant;
b. Mr. Blades has submitted a proposal for professional services that would include engineering and design of the RCC Field #2 renovation through construction bidding;
c. Blades and Takacs have met with the Highway Department Superintendent to discuss the use of Town forces for certain aspects of the work, primarily earth moving.
3. Report from Barry Blades. Mr. Blades reported on his recent efforts:
a. Has developed scopes of work for the Highway Department and for the turf contractor (to be selected);
b. Has met with the Town Park and Recreation Director regarding appropriate work scheduling for the field that would minimize impact on its use; the work will require up to 120 days;
c. Noted that using Town forces for part of the work could result in savings of $100,000 to $200,000 compared to more conventional contracting.
d. Mr. Blades’s report was followed by extensive discussion of alternatives and uses of the field.
4. Funding. The committee discussed possible ways and means of funding the project. It was generally agreed that an additional $200,000 would be needed over and above the STEAP funds and the prospective contribution from the Redding-Easton Soccer group. Development of a “marketing piece” to describe the need for the project was suggested.
5. Adjournment. There being no further business, the meeting was adjourned at 9:39 pm. (Degener, Auer)
