MINUTES
Tuesday, April 12, 2011
7:30 p.m. – Old Town House
Present: Diane Taylor, Chairman; Thomas Flagg; Nancy King; Jerry Sarnelli, Alt., seated for R. Dean; Donald Stroetzel, Alt., seated for M. Bakanas; Toby Welles, Alt.
Absent: Michael Bakanas; Robert Dean
Also present: Jo-an Brooks, Land Use Coordinator
John Hayes, Town Planning Consultant
The Chairman called the meeting to order at 7:30 p.m.
I. APPROVAL OF MINUTES -Meeting of 3/22/11
On the motion of N. King and the second of J. Sarnelli, the Commission voted unanimously to approve the 3/22/11 Meeting Minutes.
II. ADMINISTRATIVE
1. ,Referral from Zoning. Redding Country Club, 109 Lonetown Road. Same as previous application but new notice and #109 merged with #125 Lonetown Road.
Atty. Robert Fuller was present along with Atty. Richard Gibbons and the President of the Redding Country Club. Atty. Fuller gave a brief overview of the current status of the application.
On the motion of T. Flagg and the second of D. Stroetzel, the Commission voted to forward a positive recommendation. N. King and J. Sarnelli abstained.
2. Referral from Zoning. Amendments to Regulations re Wind Towers. Application by Earth, Wind & Solar, One Longwood Drive.
D. Taylor read a report from J. Hayes. Commissioners will forward draft letters and ideas to J. Brooks for further discussion at the next meeting.
3. Road Regulations and Integration of Repair and Maintenance Section
The final draft was reviewed.
On the motion of D. Stroetzel and the second of J. Sarnelli, the Commission voted unanimously to approve the draft language “Road Regulations governing the creation of all new roads.” Milone & MacBroom will be consulted re process prior to forwarding to the Selectmen.
4.Incentive Housing Zones. Subcommittee, R. Dean, N. King, J. Hayes, preliminary report due. Final report due 4/26/11.
J. Hayes noted that the preliminary report is being prepared. The Chairman requested that it be submitted this week. He gave a verbal report. N. King and N. Ketcham attended the League of Women Voters meeting. T. Welles stated that the preliminary mapping is complete.
5. Sewage Capacity Georgetown. Letter to Selectmen requesting study. Draft for review, M. Bakanas. Possible Vote.
On the motion of D. Taylor and the second of N. King, the Commission voted unanimously to approve the final draft.
- Subcommittees: Discussion.
No changes made to the current Subcommittee assignments.
III. PENDING
- TPCD Recommendations. Subcommittee Priority Recommendations for future action on each Chapter, where pertinent, goals should be stated in terms of low impact development.
- Itemize R.P.C. Policies and Procedures. Discussion.
- Sections 5,6,7,8 of the Subdivision Regulations. To Vote. Awaiting final review of Section 4.8.
- Section 4.8 awaiting revision by archaeologist and Planning counsel.
- Road Safety. Subcommittee D. Stroetzel and T. Flagg. Meeting with D. Fuchs to prioritize intersection and guardrail improvements.
- Municipal Improvements: Management and Procedures for Town Projects. Pending Selectmen’s Agenda.
- Demolition Ordinance. Town Plan of Conservation & Development.
- Charlie Hill Road. Draft agreement ready for signing.
- Procedure for Future Road Restoration Projects. Board of Selectmen Agenda 3/21/11. Cancelled.
IV. CHAIRMAN’S REPORT
Charlie Hill Road. The agreement has been signed but Counsel still needs Schedule A language.
Road Restoration Procedure. T. Welles reported on the Board of Selectmen’s 3/31/11 meeting in which B. Sanford listed future road repairs with some changes in priority on heavily traveled roads due to winter damage. Planning Commission has an advisory capacity in which T. Welles will review the roads with B. Sanford prior to the start of work.
Land Use Academy being held at UConn on 5/14/11.
On the motion of T. Flagg, the Commission voted unanimously to adjourn the meeting at 9:15 p.m.
