MINUTES
Tuesday, January 25, 2011 7:30 p.m. – Old Town House
Present: Robert Dean, seated as Chairman; Nancy King; Jerry Sarnelli, Alt., seated for T. Flagg; Donald Stroetzel, Alt., seated for D. Taylor.
Absent: Michael Bakanas; Thomas Flagg; Diane Taylor; Toby Welles, Alt.
Also present: Jo-an Brooks, Land Use Coordinator
The Chairman called the meeting to order at 7:42 p.m.
I. APPROVAL OF MINUTES -Meeting 11/23/10
On the motion of D. Stroetzel and the second of N. King, the Commission voted unanimously to approve the 11/23/10 Meeting Minutes.
II. ADMINISTRATIVE
1. Road Regulations and Integration of Repair and Maintenance Section
- Regulations delivered to Milone & MacBroom. Meeting with T. Welles and N. King. Status?
- Pending Item III. 2. Existing road widths. Status?
Discussion tabled pending attendance by T. Welles.
2. Subdivision Regulation Revisions: Section IV due for review. Section 4.8 re-draft by R. Dean for discussion.
Discussion tabled pending attendance by D. Taylor and J. Hayes.
3. Incentive Housing Zones. Subcommittee, R. Dean, N. King. Update by J. Hayes. Outline of steps and time frame and final date by R. Dean.
R. Dean reported on recent meeting with N. King and J. Hayes. Site Plan studies will be pursued by R. Dean and N. King, graphics by T. Welles and timeline by Subcommittee.
4. Road Safety. Subcommittee D. Stroetzel and T. Flagg. Priority recommendations and report from D. Stroetzel re meeting with N. Ketcham and B. Sanford.
D. Stroetzel read a letter from D. Taylor to N. Ketcham. A list of guardrails to be repaired was discussed. A new list will be reviewed upon completion. Discussion will continue pending attendance by T. Flagg.
5. Sewage Capacity Georgetown update. R. Dean.
R. Dean reviewed his previously submitted report and recommended 1) a technical study to determine potential capability for expansion of sewer plant; 2) using W. Main as a pilot study, use the sewer capacity data to plan future of Old Mill Road and rest of Georgetown.
6. Referral from Zoning. 7 Long Ridge Road. Private school. Zoning Public Hearing 1/26/11. TO VOTE.
The proposal and drawing were reviewed.
On the motion of R. Dean and the second of J. Sarnelli, the Commission voted unanimously to forward a positive recommendation relative to the Town Plan of Conservation & Development and in so doing, recognize the potential variance issue related to parking.
III. PENDING
1. TPCD Recommendations. Subcommittee Priority Recommendations for future action on each Chapter, where pertinent, goals should be stated in terms of low-impact development.
2. Itemize R.P.C. Policies and Procedures. Discussion.
3. Sections 5, 6, 7 8 of the Subdivision Regulations. To Vote. Awaiting final review of Section 4.8.
4. Municipal Improvements: Management and Procedures for Town Projects. Pending Selectmen’s Agenda.
5. Demolition Ordinance. Pending Shaun Donnelly’s review.
6. Procedure for Future Road Restoration Projects. Pending Board of Selectmen’s Agenda. Charlie Hill Road. Draft agreement needs approval by Redding Land Trust, Redding Planning Commission and Paul Garavel before signing.
IV. CHAIRMAN’S REPORT
CT Land Use Law seminar is scheduled for 3/12/11 in Middletown. Anyone interested in attending should contact the Land Use Office.
On the motion of N. King, the Commission voted unanimously to adjourn the meeting at 8:45 p.m.
