MINUTES

Tuesday, September 14, 2010
7:30 p.m. – Old Town House

Present:  Robert Dean, seated as Chairman for D. Taylor; J. Sarnelli, Alt., seated for D. Taylor; D. Stroetzel, Alt., seated for N. King; T. Welles, Alt., seated for M. Bakanas.

Absent:  Diane Taylor, Chairman; Michael Bakanas; Thomas Flagg; Nancy King.

Also present:   Jo-an Brooks, Land Use Coordinator
                John Hayes, Town Planning Consultant

The Chairman called the meeting to order at 7:30 p.m.

I.      APPROVAL OF MINUTES     -Meeting 8/24/10

On the motion of T. Welles and the second of J. Sarnelli, the Commission voted unanimously to approve the 8/24/10 Meeting Minutes as amended:  Page 4, second item under “Chairman’s Report”, change to “A donation will be made by the Planning Commission to New Pond Farm in honor of Kathleen Scott. Each member will contribute.”

On the motion of T. Welles and the second of J. Sarnelli, the Commission voted unanimously to add Referral from Zoning as Administrative Item 1 A.

II.     ADMINISTRATIVE

1 A.  Referral from Zoning. Special Permit Application by the Calvary Baptist Church.

J. Hayes read his report dated 9/14/10.

On the motion of R. Dean and the second of T. Welles, the Commission voted unanimously to forward a positive response to Zoning noting that the proposed application is in conformance with the Town Plan of Conservation & Development, also noting concerns  that special care will be taken regarding protection of the aquifer. The positive referral is premised on the fact that Zoning Regulations in regard to exterior lighting will be strictly enforced.

1 B. Road Regulations and Integration of Repair and Maintenance Section.  Regulations delivered to Milone & MacBroom.  T. Welles, N. King.  Status Report.

The Commission critiqued the regulations received from Milone & MacBroom.  T. Welles will forward to N. King and subsequently return to Milone & MacBroom for final edits. N. Ketcham, B. Sanford and T. Welles will meet next week to discuss widening Great Pasture Road to a standard 18 feet. The Commission agreed that “pinch points” are beneficial in regard to speeding

2. Subdivision Regulation Revisions:
   Section IV due for review.  Section 4.8 for discussion.

The Commission reviewed revisions.  R. Dean requested review of his revision pending attendance by all Commission members.   

3. Incentive Housing Zones.  Subcommittee, R. Dean, N. King.  Report by J. Hayes.

J. Hayes reviewed his ongoing study.  Milone & MacBroom will be requested to perform an engineering and soils study.  J. Hayes will meet with Ridgefield re: possible joint purchase of land for open space and housing.

4. Road Intersections.  Subcommittee D. Stroetzel and T. Flagg report.

D. Stroetzel read a status report on the ongoing evaluation of the safety of intersections.  Intersections of two Scenic Roads was determined to be a priority.  

On the motion of D. Stroetzel and the second of T. Welles, the Commission voted unanimously that the Commission has reviewed the memo to Natalie Ketcham, First Selectman evaluating the changes that might be made to the intersections at Sidecut Road and Redding Road, Station Road and Redding Road and Umpawaug Road and Redding Road.  The Commission feels that a good start has been made on this project and the recommendations are reasonable and the project should be continued .The Planning Commission would like to be updated as this proceeds.

5. Scenic Easement on Charlie Hill Road.  Letter from P. Garavel.  Progress Report T. Flagg and N. King.

Discussion tabled until next meeting.

6. Scenic Road Monitoring-
   Updates on pending items:
                48 Cross Highway-R. Dean
                64 Cross Highway-R. Dean
                58 Marchant Road-N. King
                Sherman Turnpike Repair-T. Flagg

R. Dean reviewed Minutes of past meetings regarding 48 and 64 Cross Highway.  Stone wall guidelines and Scenic Road brochure will be send to 48 Cross Highway.  58 Marchant Road and Sherman Turnpike tabled.

III.    PENDING

1. Subdivision Application, 12 Old Mill Road, Georgetown.  Gianovincenzo Marsili, 0.57 acres into two lots.

2. Richard Stein.  Request to discuss Whortleberry Road, a Designated Scenic Road.

3. TPCD Recommendations.  Subcommittee Priority Recommendations for future action on each Chapter, where pertinent, goals should be stated in terms of low-impact development.

4. Itemize RPC Policies and Procedures.  Discussion.

5. Request for Lot Line Revision 5 and 67 Umpawaug Road.  Robert Fuller, Esq. representing Frank Talcott and Jodi Langford.  Covenant to be reviewed by Selectmen.

6. Road Improvements.  Great Pasture Road: Letter to B. Sanford 7/15/10.  T. Welles Report on checking stakes et al.

7. Sections 5, 6,7, 8 of the Subdivision Regulations.  Awaiting Section 4.8 to Vote.

IV.     CHAIRMAN’S REPORT

CT Fund for the Environment Annual Meeting is scheduled for 9/26/10.

Pending administrative items were reviewed.  It was decided to send a letter to the Selectmen re: ad hoc committees, procedure for municipal improvements, and the demolition ordinance.  


On the motion of J. Sarnelli, the Commission voted unanimously to adjourn the meeting at 10:20 p.m.
