MINUTES

Tuesday, July 27, 2010
7:30 p.m. – Old Town House

Present:  Diane Taylor, Chairman; Robert Dean; Nancy King; Jerry Sarnelli, Alt., seated for M. Bakanas; Toby Welles, Alt., seated for T. Flagg.

Absent: Michael Bakanas; Thomas Flagg; Donald Stroetzel, Alt.

The Chairman called the meeting to order at 7:35 p.m.

I.      APPROVAL OF MINUTES     -Meeting 7/13/10

On the motion of J. Sarnelli and the second of R. Dean, the Commission voted unanimously to approve the 7/13/10 Meeting Minutes.

III.    ADMINISTRATIVE

1. Request for Lot Line Revision 65 and 67 Umpawaug Road.  Robert Fuller, Esq. representing Frank Talcott and Jodi Langford.

Atty. Fuller was present along with F. Talcott and J. Langford.  D. Taylor read comments from Commission Counsel.  J. Brooks will email to Commissioners for their comments to be sent to Atty. P. Olson.

II.     PUBLIC HEARING TO CONTINUE
        Revision of Redding Subdivision Regulations, Section 6, Implementation; Section
        7, Amendments and Separability; and Section 8, Definitions.

Proposed revisions to the Subdivision Regulations, Chapters 6-8 were reviewed in detail. The Public Hearing will be continued at the next meeting.

III.    ADMINISTRATIVE

2. Richard Stein.  Request to discuss Whortleberry Road, a Designated Scenic Road.

No new information or discussion.

3. Subdivision Regulation Revisions:
Section IV due for review.  Section 4.8 Priority.

Chapter 4 revisions to be presented upon completion of the definition section per J. Hayes.  Section 4.8 was requested in its entirety.

4. Incentive Housing Zones. Subcommittee, R. Dean, N. King.  Report of schedule for Redding’s implementation by John Hayes.

J. Hayes reviewed the proposed schedule.  Discussion will continue.

5. Great Pasture Road: Letter to B. Sanford 7/15/10.

D. Taylor read a letter from B. Sanford re: Great Pasture Road and the town road schedule.  Mr. Sanford and T. Welles will be meeting.

6. Road Improvements and Intersections.  Subcommittee D. Stroetzel and T. Flagg.  Reply from Doug Fuchs for discussion.  Route 53 and Umpawaug Road et al.  Designs by Tony Ciriello for review.  Request for Road Schedule to B. Sanford and N. Ketcham 7/6/10.

D. Stroetzel and T. Flagg are on vacation. D. Taylor read a status update submitted by D. Stroetzel.

7. Georgetown Building Line New Findings-R. Dean.

Commissioners reviewed final document.

On the motion of R. Dean and the second of T. Welles, the Commission voted unanimously that in order to coordinate the building line layouts on Main Street with the now completed construction documents for the streetscape improvement, rotate the building line across the Meli and Famoso properties around its center point such that the building line will now be parallel to sidewalk easement line as delineated on the streetscape construction documents.   

8. Itemize R.P.C. Policies and Procedures. Discussion.

Commissioners are requested to submit policies and procedures to J. Brooks.

IV.     PENDING

1. TPCD Recommendations. Subcommittee Priority Recommendations for future action on each Chapter, where pertinent, goals should be stated in terms of low impact development.

2. Subdivision Application #523, 12 Old Mill Road, Georgetown.  Gianvincenzo Mrsili, 0.57 acres into two lots.

3. Road Regulations and Integration of Repair and Maintenance Section.  Regulations delivered to Milone & MacBroom.  T. Welles, N. King.  Status Report.

4. Scenic Road Monitoring-Reports from Commissioners

        64 Cross Highway-R. Dean
        58 Marchant Road-N. King
        Marchant and Chestnut Woods Intersection-N. King
        Sherman Turnpike Repair-T. Flagg

        Umpawaug and Diamond Hill Intersection; Sign and Island-D. Taylor

V.      CHAIRMAN’S REPORT

The Chairman advised the Commission to inspect the pending items on their Scenic Roads as listed on the Agenda, IV. Item 4.

The Chairman reminded the Commissioners of the CT Fund for the Environment annual meeting on 9/26/10.


        On the motion of J. Sarnelli, the Commission voted unanimously to adjourn the meeting at 10:55 p.m.
