MINUTES
Tuesday, June 22, 2010
Old Town House – 7:30 p.m.
Present: Diane Taylor, Chairman; Michael Bakanas; Robert Dean; Thomas Flagg; Nancy King; Donald Stroetzel, Alt.; Toby Welles, Alt.
Absent: Jerry Sarnelli, Alt.
Also present: Jo-an Brooks, Land Use Coordinator
The Chairman called the meeting to order at 7:35 p.m.
I. APPROVAL OF MINUTES -Meeting of 6/8/10
On the motion of M. Bakanas and the second of R. Dean, the Commission voted unanimously to approve the 6/8/10 Meeting Minutes.
II. ADMINISTRATIVE
1. Request for Lot Line Revision, 65 and 67 Umpawaug Road. Robert Fuller, Esq., representing Frank Talcott and Jodi Langford.
Discussion tabled until next meeting pending review of the received information.
2. Richard Stein. Request to discuss Whortleberry Road, a Designated Scenic Road.
Mr. Stein was present. He reviewed the gradual process of change in the road width of Whortleberry Road. Mr. Stein will write a letter to the Planning Commission requesting remediation.
3. Subdivision Regulation Revision: Section IV for review.
Commissioners were requested to review Section IV and report any recommendations for change back to J. Brooks for discussion at the next meeting.
4. Incentive Housing Zones. Subcommittee, R. Dean, N. King. Report of schedule for Redding’s implementation by J. Hayes.
R. Dean and N. King will proceed with a graphic plan. Discussion will continue.
5. Road Regulations-Regulations delivered to Milone & MacBroom. T. Welles, N. King. Status Report.
T. Welles reported that the Road Regulations are still in the review process by T. Ciriello. Mr. Welles will forward detail notes in advance of the meeting with Mr. Ciriello detailing proposed changes. Meeting date TBA.
6. Procedure for Municipal Improvements for presentation to Selectmen.
On the motion of N. King and the second of M. Bakanas, the Commission voted unanimously to forward the document to the Board of Selectmen for their review and comment.
7. Demolition Ordinance. To review for report to Selectmen.
The Ordinance will be forwarded to the Board of Selectmen for their review and comment.
8. Georgetown Building Line. R. Dean suggested fine-tuning for Zoning Regulations. Discussion.
R. Dean will edit his letter and send to C. Keil in PDF format for distribution to Commissioners.
9. Road Improvements: Intersections. Letter from D. Stroetzel for discussion.
D. Stroetzel was assigned as the Subcommittee to get statistics re: intersections from the Police Department. A letter will be written to D. Fuchs and N. Ketcham.
10. Scenic Road Monitoring-Reports from Commissioners.
Commissioners reported on status of assigned Scenic Roads. D. Stroetzel was assigned Station Road. R. Dean noted the poor road conditions on Lee Lane. J. Brooks will get road repair scheduled from the Highway Department. D. Taylor noted driveway revisions on Umpawaug Road.
III. PENDING
1. TPCD Recommendations. Subcommittee Priority Recommendations for future action on each Chapter, where pertinent, goals should be stated in terms of low impact development.
2. Subdivision Application #523, 12 Old Mill Road, Georgetown. Gianovincenzo Marsili, 0.57 acres into two lots.
IV. CHAIRMAN’S REPORT
GLDC not recording Application #521.
On the motion of M. Bakanas, the Commission voted unanimously to adjourn the meeting at 9:32 p.m.
