MINUTES
Tuesday, June 8, 2010
Old Town House - 7:30 P.M.

Present:  Diane Taylor, Chairman; Robert Dean; Thomas Flagg; Nancy King; Jerry Sarnelli, Alt., Donald Stroetzel, Alt., at 8:45 p.m.; Toby Welles, Alt., seated for M. Bakanas.

Absent: M. Bakanas

Also present:   Jo-an Brooks, Land Use Coordinator
                        John Hayes, Town Planning Consultant

The Chairman called the meeting to order at 7:35 p.m.

On the motion of T. Flagg and the second of T. Welles, the Commission voted unanimously to add Referral from Zoning, Keenan, 417 Rock House Road as Item #6. On the Administrative agenda.

 I.    APPROVAL OF MINUTES - Meeting 5/25/10

On the motion of T. Flagg and the second of N. King, the Commission voted unanimously to approve the 5/25/10 Meeting Minutes.

II.    PUBLIC HEARING CONTINUED
Revision of Section 5.0 of the Redding Subdivision Regulations.

D. Taylor noted receipt of comments from SWERPA indicating that the proposed changes do not affect the area outside of Redding.

On the motion of T. Flagg and the second of N. King, the Commission voted unanimously to close the Public Hearing.

III.    ADMINISTRATIVE

1. Request for Lot Line Revision 65 and 67 Umpawaug Road. Robert Fuller, Esq. representing Frank Talcott and Jodi Langford.

Discussion tabled pending receipt of new information.

2. Subdivision Regulation Revisions:
  • Section VI, VII, and VIII - To complete for Public Hearing.
  • Section IV due for review
Chapters VI, VII and VIII are complete.  Public Hearing is scheduled for 7/13/10.  J. Hayes reported that Chapter IV is in progress and will be complete by the next meeting.

        3. Incentive Housing Zones. ~Subcommittee, R. Dean, N. King. Report of schedule for Redding’s implementation by John Hayes.

J. Hayes is completing work and will discuss further at the 6/22/10 meeting.

4. Road Regulations – Regulations for delivery to Milone & MacBroom.. T. Welles, N. King

T. Welles reported that the Regulations are at Milone & MacBroom for their review and comments.

5. Procedure for Municipal Improvements for presentation to Selectmen. R. Dean.

R. Dean reviewed his report.  He will draft a letter to be forwarded to the Board of Selectmen, proposing adoption of the recommended procedure.

6. Referral from Zoning, Keenan, 417 Rock House Road, To Vote.

A letter will be sent to Zoning along with information re: action taken by the Redding Planning Commission in April, 2010.  Further comment pending any proposed changes to the plan.

IV.    PENDING
1. TPCD Recommendations. Subcommittee Priority Recommendations for future action on each Chapter, where pertinent, goals should be stated in terms of low impact development.

2. Subdivision Application #523, 12 Old Mill Road, Georgetown. Gianovincenzo Marsili, 0.57 acres into two lots.

3. Scenic Road Monitoring - Reports from Commissioners

 V.  CHAIRMAN’S REPORT

1. Zoning Commission re: Georgetown Building Lines.

For the record, R. Dean disclosed that he is currently working with a property owner in Georgetown.  D. Taylor noted that specific properties are not being identified or discussed and due to the generic discussion, Commissioners are not required to recuse themselves.

2. Zoning Commission re: Demolition Ordinance.

The State enabling Statute will be reviewed in addition to the present proposed Ordinance with the goal of forwarding it for approval.

3. D. Taylor reported on upcoming meetings and seminars:

-6/17/10, 4:30-8:00 p.m. re: Branchville and Routes 7 and 35 intersection.  Veteran’s Park Elementary School cafeteria, Ridgefield.

-6/22,Thomaston, 6/23 Lyme; 6/29, Windsor re: basics of a good road.

-7/27 Manchester; 7/28 Storrs; 7/29 Danbury re: all about asphalt.

-D. Stroetzel reported on a meeting earlier this evening with Selectmen and DOT re: intersection at Routes 57 and 107 as well as Portland Avenue and Route 107.  Permits have been issued.

T. Flagg reported on seminar re: Branchville.

On the motion of T. Flagg, the Commission voted unanimously to adjourn the meeting at 9:30 p.m.
