MINUTES

Tuesday, May 11, 2010
7:30 p.m. – Old Town House

Present:  Diane Taylor, Chairman; Michael Bakanas; Robert Dean; Thomas Flagg; Nancy King; Donald Stroetzel, Alt.; Toby Welles, Alt.

Absent: Jerry Sarnelli, Alt.

Also present:   Jo-an Brooks, Land Use Coordinator      
                John Hayes, Town Planning Consultant

The Chairman called the meeting to order at 7:34 p.m.

On the motion of M. Bakanas and the second of T. Flagg, the Commission voted unanimously to add Item 8. to the Administrative Agenda, Referral from Zoning, improvement to Field A, Joel Barlow High School.

I.      APPROVAL OF MINUTES             -Meeting of 4/27/10

On the motion of T. Flagg and the second of M. Bakanas, the Commission voted unanimously to approve the 4/27/10 Meeting Minutes.

II.     PUBLIC HEARING TO OPEN
Revision of Section 5.0 of the Redding Subdivision Regulations

No one was present from the public.  Comments from Commission Counsel P. Olsen were reviewed and addressed.  

The Public Hearing will remain open until the next meeting for the Southwestern Regional Planning Agency input.

ADDENDUM

Request to modify conditions of approval of Subdivision #505, approved January 10, 2006; Application: Todd H. and Alexis N. Bennett, 20 Costa Lane.

Mr. Stergue was present.  J. Brooks confirmed that Mr. Stergue is the owner of the property. Commission Counsel comments were read by D. Taylor and reviewed by the Commission.

On the motion of D. Taylor and the second of R. Dean, the Commission voted unanimously to approve the proposed amendment to the Conditions of Approval for Subdivision #505.

III.    ADMINISTRATIVE
1. Deer Population Reduction. David Streit.  Discussion.

D. Streit was present.  He will get possible dates for a public meeting and coordinate with N. Ketcham’s office.

2. Referral from Zoning (Agenda Item 7.) Redding Country Club, 109 Lonetown Road. Improvements to facilities.  Public Hearing 5/26/10. To Vote.

Atty. Gibbons and the architect were present.  The proposal was reviewed accompanied by drawings.

On the motion of M. Bakanas and the second of R. Dean, the Commission voted unanimously to send a positive recommendation to Zoning since the proposal is in accordance with the Town Plan of Conservation & Development.

3. Subdivision Regulation Revisions (Agenda Item 2.)
  • Section VI, VII, VIII-To complete for Public Hearing
  • Section IV due for review
Further revisions were made on Sections VI, VII and VIII.  Discussion will continue.

4. Incentive Housing Zones. (Agenda Item 3.) Subcommittee, R. Dean, N. King.  Report of schedule for Redding’s implementation by John Hayes.

J. Hayes submitted and reviewed his report.  The addresses of specific targeted parcels and more data will be added.  Discussion will continue.

5. Road Regulations (Agenda Item 4.)  Progress report for delivery to Milone & MacBroom.  T. Welles, N. King.

T. Welles and N. King reviewed Road Regulation revisions.  Discussion will continue.

6. Scenic Road Monitoring (Agenda Item 5.).  Reports from Commissioners.

Discussion tabled until next meeting.

7. Referral from Zoning (Agenda Item 6.).  Amendment to Section 5.4.5.1-5.4.5.7, Flood Plains-FEMA.  Public Hearing 5/26/10.  To Vote.

J. Hayes reviewed the proposed amendment from DEP by FEMA.  A positive referral will be forwarded to Zoning.

        8. Referral from Zoning: Joel Barlow High School, improvement to Field A        (voted onto the Agenda).  J. Hayes reviewed the proposal        and a positive referral will be forwarded to Zoning as it is consistent with the Town Plan of Conservation & Development.

IV.     PENDING

1. TPCD Recommendations.  Subcommittee Priority Recommendations for future action on each Chapter, where pertinent, goals should be stated in terms of low impact development.

2. Subdivision Application #523, 12 Old Mill Road, Georgetown.  Gianovincenzo Marsili, 0.57 acres into two lots.

3. Request for Lot Line Revision 65 and 67 Umpawaug Road.  Robert Fuller, Esq. representing Frank Talcott and Jodi Langford.

V.      CHAIRMAN’S REPORT

Procedure for Municipal Improvements for presentation to Selectmen.  R. Dean.
Discussion tabled until next meeting.

D. Taylor reported on upcoming seminars.


On the motion of M. Bakanas, the Commission voted unanimously to adjourn the meeting at 11:20 p.m.
