MINUTES

Tuesday, April 27, 2010
7:30 p.m. – Old Town House

Present: Diane Taylor, Chairman; Robert Dean; Thomas Flagg; Nancy King; Donald Stroetzel, Alt.; Toby Welles, Alt., seated for M. Bakanas

Absent: Michael Bakanas; Jerry Sarnelli

Also present:   Jo-an Brooks, Land Use Coordinator

D. Taylor welcomed Don Stroetzel back to the Commission.

The Chairman called the meeting to order at 7:33 p.m.  

I.      APPROVAL OF MINUTES     -Meeting of 4/13/10

On the motion of T. Flagg and the second of N. King, the Commission voted unanimously to approve the 4/13/10 Meeting Minutes as amended:  Page 1, add to “Also Present”, “Doug Fuchs, Police Chief.”

II.     ADMINISTRATIVE

1. Request for Lot Line Revision, 65 and 67 Umpawaug Road.  Robert Fuller, Esq. representing Frank Talcott and Jodi Langford.  Continued.

Atty. Fuller was present along with Mr. Talcott and Ms. Langford.  After discussion, the Commission requested a document to be reviewed by their Counsel re: future development of the land in question.

Discussion will continue.

2. Subdivision Regulation Revisions:
  • Section VI, VII, VIII- To complete for Public Hearing
J. Brooks and Commissioners reviewed and amended
Chapters VI-VIII
  • Section IV due for review
J. Hayes will e-mail by next week


3. Incentive Housing Zones.  R. Dean, N. King.  Continued.  Discussion of schedule for Redding’s implementation.

R. Dean presented a comprehensive report on recent IHZ seminar.
J. Hayes will e-mail schedule this week.

4. Road Regulations-progress report.  T. Welles, N. King

T. Welles and N. King will meet to conclude their review and forward to T. Ciriello for his review and comments.

Discussion will continue.

5. Scenic Road Monitoring – Reports from Commissioners

Commissioner’s observations and reports from W. Hill and J. Ross were noted.

6. Request from Selectmen.  Letter to endorse restoration grant for Lonetown Farm.

On the motion of D. Taylor and the second of R. Dean, the Commission voted unanimously to “enthusiastically endorse the application for a Technical Assistance Grant to hire a professional in the field of restoration to assess the condition of the 18th Century House on Lonetown Road owned by the Town of Redding and currently under lease to Redding’s Historical Society for their use.
This grant would provide an inventory of needs to be undertaken in priority fashion.”

III.    PENDING

1. TPCD Recommendations.  Subcommittee Priority Recommendations for future action on each Chapter, where pertinent, goals should be stated in terms of low impact development.

2. Subdivision Application #523, 1 Old Mill Road, Georgetown.  Gianovincenzo Marsili, 0.57 acres into two lots.

IV.     CHAIRMAN’S REPORT

1. Procedure for Municipal Improvements for presentation to Selectmen.
R. Dean reviewed proposed procedure and will submit a written summary report.

2. David Streit submitted information re: White Buffalo, Inc.

3. D. Taylor noted a Save the Sound meeting, Fri., 5/7/10 re: Long Island Sound Study.  Anyone interested in attending should contact J. Brooks.

4. R. Dean noted a meeting on Wed., 5/5/10 in Dobbs Ferry re: retrofitting sprawl.

5. T. Flagg reported on his drive-by inspection of the Garavel property.  He will report his findings in a letter for review by M. Guitar, D. Pattee and D. Taylor.


On the motion of R. Dean, the Commission voted unanimously to adjourn the meeting at 10:50 p.m.
