MINUTES

Tuesday, April 13, 2010
7:30 p.m. – Old Town Hall

Present: Diane Taylor, Chairman; Michael Bakanas; Robert Dean; Thomas Flagg; Jerry Sarnelli, Alt., seated for N. King.

Absent: Nancy King; Toby Welles, Alt.

The Chairman called the meeting to order at 7:32 p.m.

I.      APPROVAL OF MINUTES             -Meeting 3/23/10
        Site Walk 4/3/10- 65 and 67 Umpawaug Rd., F. Talcott & J. Langford

On the motion of R. Dean and the second of M. Bakanas, the Commission voted unanimously to approve the 3/23/10 Meeting Minutes.

On the motion of R. Dean and the second of M. Bakanas, the Commission voted unanimously to approve the 4/3/10 Site Walk Minutes.

II.     Public Meeting: Referral from Selectmen. Addition to Police Station
N. Ketcham was present in addition to D. Fuchs, Police Chief and architect Brian Humes.  D. Taylor read a letter from R. D’Angelo, President of the Redding Preservation Society, into the record.  L. Ford was present and noted his concerns regarding the future adaptability of the building including weight of the proposed storage on the second floor.

Mr. Hume addressed Commissioner’s concerns.  

On the motion of R. Dean and the second of M. Bakanas, the Commission voted unanimously that the proposed project is in conformance with the Town Plan of Conservation & Development in that it will provide for interim use by the Police Department and resolve functional needs while being adaptable for future general use as provided in the Town Plan and is ready for further review with the following recommendations: 1) exterior lighting should be facing down; 2) increased vegetative buffers recommended; 3) adjacent property buildings should be shown on the site plan; 4) generator should be as quiet as possible; 5) second floor should be designed to a minimum of 100 lbs/square foot loading capacity.

III.    ADMINISTRATIVE
1. Request for Lot Line Revision, 65 and 67 Umpawaug Road.  Robert Fuller, Esq., representing Frank Talcott and Jodi Langford.  Continued.

Tabled until 4/27/10 due to Planning Counsel’s illness.

2. Alteration to Lot Development Plan which has been completed.  Reference Application #516 Lot One.  Sean Keenan, 417 Rock House Road.  To Discuss.

S. Keenan was present.  Submitted photographs were reviewed in addition to the history of the property as it relates to this application.

On the motion of R. Dean and the second of T. Flagg, the Commission voted unanimously that there is no harm in the conditions of the site following findings by the Conservation Commission.  No action is needed by the Planning Commission.

3. Subdivision Regulation Revisions:
  • Section V final review
  • Section VI, VII, VIII Commissioner’s findings sent to J. Hayes. Awaiting his comments.
  • Chapter V revisions were reviewed in detail.  A Public Hearing was scheduled for 5/11/10.
  • Sections VI, VII and VIII will be finally reviewed for Public Hearing at the meeting of 4/27/10.
4. Incentive Housing Zones. R. Dean, N. King.  Report on site inspection in Old Saybrook.  Discussion of schedule for Redding’s implementation.

R. Dean reviewed his recent visit to Old Saybrook with N. King and J. Brooks. The HOMEConnecticut program is hosting a seminar on April 21 from 2:00-4:00 pm at the Lyceum in Hartford.  Those interested in attending should contact J. Brooks.  R. Dean plans to attend and J. Hayes was urged to attend.

5. Road Regulations-progress report. N. King.

No new information or discussion.

6. Referral from Zoning. Horse Barn/Riding Arena.  TO VOTE.

J. Hayes reviewed the referral.  A negative response will be forwarded to the Zoning Commission.

7. Referral from Easton.  Amendments to Zoning Flood Plain Regulations.  TO VOTE.

J. Hayes reviewed the referral. The Commission concurred that it has no negative affect on Redding and a letter indicating a positive response will be forwarded to Easton.

IV.     APPLICATION FOR RECEIPT:  NO DISCUSSION: SCHEDULE               PRESENTATION.

Subdivision Application #523, 12 Old Mill Road, Georgetown.  Gianovincenzo Marsili, 0.57 acres into two lots.

Application not submitted.

V.      PENDING
1. Scenic Road Monitoring-Reports from Commissioners

2. TPCD Recommendations. Subcommittee Priority Recommendations for future action on each Chapter, where pertinent, goals should be stated in terms of low impact development.

VI.     CHAIRMAN’S REPORT
1. Procedure for Municipal Improvements for presentation to Selectmen.  R. Dean.

No new information or discussion.

2. April 21 HOMEConnecticut Program.  R. Dean will attend. N. King will be notified.

3. CPTC Danbury Public Hearing April 20.  City Hall.  Public Hearing on transportation.

4. J. Brooks discussed obtaining a road work schedule from the Highway Dept.


On the motion of R. Dean, the Commission voted unanimously to adjourn the meeting at 10:46 p.m.
