MINUTES

Tuesday, March 23, 2010
Old Town House – 7:30 p.m.

Present: Diane Taylor, Chairman; Michael Bakanas; Robert Dean; Thomas Flagg; Nancy King.

Absent: Jerry Sarnelli, Alt.; Toby Welles, Alt.

Also present:  Jo-an Brooks, Land Use Coordinator
                John Hayes, Town Planning Consultant

The Chairman called the meeting to order at 7:30 p.m.

On the motion of R. Dean and the second of T. Flagg, the Commission voted unanimously to add to Agenda under Section II. Item 3; Inquiry re: 4 Long Ridge Road to the agenda.

I.      APPROVAL OF MINUTES     -Meeting of 3/9/10

On the motion of M. Bakanas and the second of T. Flagg, the Commission voted unanimously to approve the 3/9/10 Meeting Minutes as corrected:  Page 3, Item 5. Under “Chairman’s Report”, second line, change “4/7/10” to “4/8/10”.

II.     ADMINISTRATIVE
1. Request for Lot Line Revision 65 and 67 Umpawaug Road.  Robert Fuller, Esq. representing Frank Talcott and Jodi Langford.

Atty. Fuller and Mr. and Mrs. Talcott were present.  The plans and legal history of similar applications were reviewed accompanied by maps.  

A site walk was scheduled for Sat., 4/3/10 at 9:30 a.m.

2. Request from David Streit. Discussion regarding help from the Department of Environmental Protection and the Department of Public Health to reduce deer levels to the Town’s goals.  Draft letter to DEP fro Redding Planning Commission approval.

D. Taylor read a draft letter to the Department of Environmental Protection. Minor amendments were made and the final version will be forwarded to the DEP.

3. Inquiry re: 4 Long Ridge Road.  No one was present for the property owners.  Discussion tabled pending attendance by potential purchasers.

4. Referral from Selectmen: Addition to Police Station.  (Addendum added to the Agenda). For discussion and possible vote.

R. Dean provided a history on the use of the building and reviewed proposed renovations. Abutting property owners L. Ford and E. Staunton were present for this discussion.
 
Per request from N. Ketcham, procedures will be created for Planning Commission recommendation re: municipal improvement referrals.

5. Subdivision Regulation Revisions: (on Agenda as Item 3)

  • Section V comments needed from Commissioners and John Hayes on Counsel’s review.
        J. Hayes briefly reviewed his comments.  Commission comments will be emailed to J. Hayes and the Land Use Office for further discussion.

  • Section VI, VII, VIII Commissioner’s findings sent to J. Hayes.  Awaiting his comments.
Discussion at next meeting pending receipt of comments from J. Hayes.

6. Incentive Housing Zones. (on Agenda as Item 4) Rob, Nancy. Discussion of public awareness.

A letter will be sent to the Pilot to create public awareness of goals.

7. Road Regulations-progress report. (on Agenda as Item 5). N. King.

N. King will continue working on draft.

8. TPCD Recommendations. (on Agenda as Item 6) Subcommittee Priority Recommendations for future action on each Chapter. Where pertinent, goals should be stated in terms of low impact development.

No new information or discussion.


III.    PENDING

1. Reference Application #510, Lot 2, Jay Addison, 25 Starrs Ridge Road.  Request for tennis court outside Buildable Area.  Discussion pending new map.

No new information or discussion.

2. Scenic Road Monitoring-Reports from Commissioners.

No new information or discussion.

IV.     CHAIRMAN’S REPORT

  • R. Dean, N. King, J. Hayes and J. Brooks will meet at 1:00 p.m. and drive to Old Saybrook on 4/8/10 for meeting with Christine Nelson re: IHZ scheduled for 4:00 p.m.
  • 3/27/10 meeting at Darien Library re: flood control and sponsored by Jim Himes.
  • Discussion of means to preserve the historical attributes of the Daniel Sanford House on Black Rock Turnpike.

On the motion of T. Flagg, the Commission voted unanimously to adjourn the meeting at 10:36 p.m.
