MINUTES

Tuesday, October 27, 2009
8:00 p.m. – Old Town House


Present: Diane Taylor, Chairman; Michael Bakanas; Robert Dean; Thomas Flagg; Nancy King; Jerry Sarnelli, Alt.; Toby Welles, Alt.

Also present:          Jo-an Brooks, Land Use Coordinator
                                 John Hayes, Town Planning Consultant

The Chairman called the meeting to order at 8:05 p.m.

I.      APPROVAL OF MINUTES                   -Meeting of 10/13/09

On the motion of N. King and the second of M. Bakanas, the Commission voted unanimously to approve the 10/13/09 Meeting Minutes.

II.     PUBLIC HEARING TO OPEN
Resubdivision Application #522, 66 Seventy Acre Road, Louis and Debra Latham.  Proposed resubdivision of 6.17 acres into two lots.  Received 9/8/09. Site Walk 9/12/09. Presentation 9/22/09. ZBA 10/20/09.

Mr. Latham and Tom Quinn from Peak Engineers were present.  D. Taylor read the following letters and reports into the record:

-ZBA decision dated 10/20/09
-M. Grasso, Fire Marshall letter from Fire Department
-Inland/Wetlands Commission re: License #09-07
-letter from Health Department

T. Quinn displayed a site development plan and reviewed the proposal.  Alternatives to the proposed well location were discussed.  

Comments re: lot line and buildable area are pending from consultants.  

Public Hearing will continue at the next meeting.

III.    ADMINSTRATIVE
1. TPCD Recommendations.  Subcommittee recommendations on each chapter for future action.  Chp. 9 top priority.  Rob and Nancy progress report.
N. King and R. Dean will make a presentation at the next meeting re: Route 7 and Georgetown.  N. King will report on her discussion with Hiram Peck of Simsbury.

2. Subdivision Regulation Revisions: Section V sent to Counsel for final review.  Awaiting comments.  Sections VI, VII, VIII sent to J. Hayes.  Awaiting comments.

J. Brooks will forward comments from Planning Commission Counsel via email for discussion at the next meeting.  J. Hayes reviewed his proposed changes.

3. Georgetown Building Lines to be Calibrated with Available Parking: J. Hayes.

J. Hayes will present new information at the next meeting.

4. Referral from Selectmen per CGS 8-24a. To recommend acceptance or denial of an 8.3+/- acre parcel at 257 Ethan Allen Highway in Ridgefield to the Town of Redding.

D. Taylor read a memorandum from Fred Schroeder.

On the motion of M. Bakanas and the second of N. King, the Commission voted unanimously to gratefully accept the donation of this property.

IV.     PENDING
Scenic Road Report (and discussion of stone walls.)

No new information or discussion.

V.      CHAIRMAN’S REPORT

N. King will email her report on ecology meeting.

Discussion re: details omitted from Town Report.

On the motion of T. Flagg, the Commission voted unanimously to adjourn the meeting at 10:05 p.m.
