MINUTES

Tuesday, October 13, 2009
8:00 p.m. – Old Town House

Present: Robert Dean, seated as Chairman; Thomas Flagg; Nancy King; Jerry Sarnelli, Alt., seated for Diane Taylor.

Absent:  Diane Taylor, Chairman; Michael Bakanas; Toby Welles, Alt.

Also present:   Jo-an Brooks, Land Use Coordinator
                Natalie Ketcham, First Selectman

The Chairman called the meeting to order at 8:05 p.m.

I.      APPROVAL OF MINUTES             -Meeting of 9/22/09

On the motion of J. Sarnelli and the second of T. Flagg, the Commission voted unanimously to approve the Minutes as amended:  Page 1, first paragraph under Subdivision Application #522, change to “Re: Subdivision Application #522”; change footer to “Minutes of Planning Commission Meeting, September 22, 2009”.

II.     ADMINISTRATIVE

1. TPCD Recommendations.
Subcommittee Recommendations on each chapter for future action. Chapter 9 urgent.

R. Dean and N. King reported on Incentive Housing Zones and possible open space parcels.  The Commission concurred that the focus will be on Route 7.  N. Ketcham will contact an associate in Simsbury re: discussion of Simsbury’s model.

Existing consultants will be utilized for further review.

2. Subdivision Regulation Revisions: Section V sent to Counsel for final review.  Discussion Section VI.

J. Brooks reviewed comments from Commission Counsel P. Olsen.  Written comments are to follow.

Chapters 6, 7 and 8 were reviewed re: submitted material from J. Hayes.  Comments will be returned to Mr. Hayes for further discussion.

3. Georgetown Building Lines and Find Parking in Georgetown.  Discussion.

R. Dean reviewed the status.  The Commission concurred that there is a need to calibrate the potential demand created by changing the Building Line with the potential quantity of parking particularly for restaurants.

Discussion will continue.

III.    PENDING

1. Resubdivision Application #522, 66 Seventy Acre Road, Louis and Debra Latham.  Proposed resubdivision of 6.17 acres into two lots. Received 9/8/09. Site Walk 9//12/09. Presentation 9/22/09. Public Hearing scheduled for 10/27/09.

No new information or discussion.

2. Scenic Road Report (and discussion of stone walls).

No new information or discussion.

3.  Traffic Calming.

No new information or discussion.

IV.     CHAIRMAN’S REPORT

Scenic Road flyer is ready to be mailed pending receipt of check for Post Office.

Town Plan/Open Space Map status updated.

On the motion of T. Flagg, the Commission voted unanimously to adjourn the meeting at 10:50 p.m.
