MINUTES
Tuesday, July 28, 2009
8:00 p.m. – Old Town House

Present: Diane Taylor, Chairman; Robert Dean, seated at 8:50 p.m; Thomas Flagg; Nancy King.

Absent: Michael Bakanas; Jerry Sarnelli, Alt.; Toby Welles, Alt.

Also present: Jo-an Brooks, Land Use Coordinator

The Chairman called the meeting to order at 8:10 p.m.

I.      APPROVAL OF MINUTES     -Meeting of 7/14/09

On the motion of N. King and the second of T. Flagg, the Commission voted unanimously to approve the 7/14/09 Minutes as submitted.

II.     ADMINISTRATIVE
1. Scenic Road Flyer. Discussion.

J. Brooks reviewed price quotes obtained from Bethel Printing and confirmed that the estimated funds are available to print the flyer.  Addressing and stamping will be done by the Commission.  Mailing costs are not yet confirmed.

2. TPCD Recommendations.
Subcommittee Recommendations on each chapter for future action.

Chapter review status and assignments were discussed.  Chapters 2 and 7 will be reviewed and emailed by N. King/T. Welles shortly.  N. King has completed review of Chapter 5 and final revisions will be emailed after review by T. Flagg.  R. Dean will email revisions to Chapters 6 and 9.  T. Flagg will email revisions to Chapter 8.

3. Subdivision Regulation Revisions: Discussion of John Hayes’ letter and draft Chapter 5.

Commissioners noted their concerns.  J. Brooks will review the pre-application review process.  Commissioners will red-ink the draft and email back to J. Brooks for further discussion.

4. Designation of Station Road as a Scenic Road.  Approved 3/10/09.  Photos of road edges received for review.  T. Welles will report.  C. Couch full report received.

Discussion tabled pending attendance by T. Welles.

III.    APPLICATION FOR RECEIPT: NO DISCUSSION: SCHEDULE
PRESENTATION

Resubdivision Application #521, 1 North Main Street, Georgetown Redevelopment Corporation (owners), Richard Gibbons, Esq. (agent). 3.5 acres (approx.) excluding roads into four lots.

Atty. Gibbons was present.

On the motion of N. King and the second of T. Flagg, the Commission voted unanimously to receive Resubdivision Application #521.

The presentation is scheduled for 8/11/09.  The Public Hearing will open on 8/25/09.

D. Taylor noted her main concern re: access.

IV.     PENDING
1. Reference Application #473, Lot 1, 36 Umpawaug Road.  Vladimir and Nikolaeva Koltchine.  Request to locate pool outside Building Restriction Line to accommodate pool.  Site Walk 3/28/09.  Pending receipt of maps and wetlands report.

No new information or discussion.

2. Traffic Calming Methods.  Discussion of Selectmen’s meeting on 7/20/09.

Commissioners discussed the 7/20/09 Selectmen’s meeting and noted positive response to considering proposed methods.

V.      CHAIRMAN’S REPORT

Complaint re: 95 Umpawaug Road. Refer to Charlie Couch. No further discussion needed.

Drummer Lane curbing/draining status.  Photographs will be taken.
D. Taylor will write a letter to the Highway Department re: rains and subsequent runoff conditions on Town roads.

On the motion of R. Dean, the Commission voted unanimously to adjourn the meeting at 9:14 p.m.
