Meeting to Discuss Revisions of Road Regulations
5:00 p.m. – Town Hall Hearing Room
Present: Rob Dean, Acting Chairman; Nancy King; Toby Welles, Alt. Tony Ciriello and Mike Looney, Milone and MacBroom

The meeting was called to order by R. Dean at 5:15 p.m. R. Dean turned the meeting over to M. Looney who described his progress to date. There are conflicts and redundancies between the Road Regulations, Subdivision Regulations and Zoning Regulations. He advises moving all issues pertinent to road construction and maintenance into the new Road Regulations.
He raised the issues of Town liability, safety and funding in regard to regulations that will attempt to guide future reconstruction on roads on which the Town wishes to maintain the rural character. All agreed it will be a challenging job.
T. Welles noted that widening, straightening and flattening a road inevitably leads to increased speeds which creates problems for adjacent residents.
R. Dean pointed out that this job cannot be a “window dressing” of the old regulations and M. Looney acknowledged that he would work from the ground up.
R. Dean suggested that the regulations contain separate sections for new road construction vs. the reconstruction of old roads.
All agreed that engineering consultants should be called in for individual decisions needed on a case by case basis.
Tony Ciriello suggested that Redding could follow other towns’ example and create a “Roadway Inventory and Condition Assessment”. N. Ketcham will follow up on this.
M. Looney felt that his First Phase, that of reorganizing the current data should be ready in two weeks.
