MINUTES
Tuesday, March 24, 2009
8:00 p.m., Old Town House
Present: Diane Taylor, Chairman; Michael Bakanas; Robert Dean; Thomas Flagg; Nancy King; Jerry Sarnelli, Alt.; Toby Welles, Alt.
Also present: Jo-an Brooks, Land Use Coordinator
The Chairman called the meeting to order at 8:00 p.m.
On the motion of T. Flagg and the second of N. King, the Commission voted unanimously to add Reference Application #473, Lot 1, Vladimir and Nikolaeva Koltchine, 36 Umpawaug Road, request to put pool outside the existing building and construction restriction line as Administrative Item 1.B.
I. APPROVAL OF MINUTES -Meeting of 3/10/09
On the motion of D. Taylor and the second of R. Dean, the Commission voted unanimously to approve the 3/10/09 Meeting Minutes
II. ADMINISTRATIVE
1. Designation of Station Road as a Scenic Road. Approved 3/10/09. Photos of road edges to be submitted. Photos not ready yet.
C. Couch was present. J. Brooks requested enhancement of his report to include more specifics of the developmental history of Station Road.
1. B. Reference Application #473, 36 Umpawaug Road, Lot #1, Vladimir Koltchine. Request to put pool outside of existing building and construction restriction line.
Mr. Koltchine was present. The location of the building and construction restriction line was discussed. Mr. Koltchine was instructed to stake the pool location and draw the proposed location on the map for discussion at the next meeting. A site walk was scheduled for Sat., 3/28/09 at 10:30 a.m.
2. Referral from Selectmen. AT&T application for a cellular tower at the Town Garage site. TO VOTE.
Commissioners reviewed the proposal and agreed the Garage site would offer the least negative impact in the central area.
On the motion of M. Bakanas and the second of T. Flagg, the Commission voted to recommend a 180’ conventional platform style tower at the Town Garage site in order to allow for the greatest possible utilization of the tower to minimize future construction of towers in more conspicuous locations. In addition, it offers in the future the possibility of moving the police tower to this more advantageous site. The color should blend in up to the tree line and be painted blue-gray above the tree line. N. King abstained.
3. TPCD Recommendations. Discuss methods to pursue. Subcommittee Recommendations for their Chapters per M. Bakanas’ model.
Final proofs are pending. The Open Space Plan proof is ready. F. Schroeder will review. The Town Plan will be ready by the end of the week. M. Bakanas submitted discs containing all documents and maps.
III. PENDING
1. Traffic Calming Methods. To be reviewed along with the following complaints in Item #2 in conjunction with Road Maintenance Guidelines. T. Welles will arrange a meeting with N. Ketcham.
No new information or discussion.
2. Complaints: Topstone Road, Marie Convertito; Umpawaug Road, Robert & Nancy Kaye; Sidecut Road, Dr. Liebowitz. Pictures received from Mrs. Convertito and letters from Dr. Liebowitz. Discussion re: T. Welles letter(s). Response from N. Ketcham and B. Sanford pending.
No new information or discussion.
IV. CHAIRMAN’S REPORT
G. Scholl has submitted a proposed landscape plan for the Old Town House. Commissioners will consider design options for the trellis for discussion at the next meeting.
Upcoming meetings/seminars were noted by D. Taylor.
Recent Zoning actions discussed. M. Bakanas will listen to the tape and report back to the Commission at the next meeting.
On the motion of T. Flagg and the second of R. Dean, the Commission voted unanimously to adjourn the meeting at 9:45 p.m.
