MINUTES
Tuesday, March 10, 2009
8:00 p.m. – Old Town House
Present: Robert Dean, seated as Chairman; Thomas Flagg; Nancy King.
Absent: Diane Taylor, Chairman; Michael Bakanas; Jerry Sarnelli, Alt.; Toby Welles, Alt.
Also present: Jo-an Brooks, Land Use Coordinator
The Chairman called the meeting to order at 8:10 p.m.
I. APPROVAL OF MINUTES - Meeting of 2/24/09
On the motion of R. Dean and the second of T. Flagg, the Commission voted unanimously to approve the 2/24/09 Minutes as amended: Page 1, Item 2. Under “Administrative”, third line, change “Tim Rogers agreed” to “Tim Rogers offered”; bottom of all pages, change to “Minutes of Planning Commission”.
II. PUBLIC HEARING TO OPEN
Designation of Station Road as Scenic Road. Application.
T. Rogers said one of the reasons behind proposing Scenic Road designation was the upcoming DOT bridge repair. Photographs were submitted and reviewed.
R. Dean noted that all but one criteria, unpaved road, have been met.
D. Finch noted his concern re: traffic on Sidecut Road. D. Hirsch, P. Bronson and C. Couch noted historical significance of the area.
J. Brooks reported that T. Welles, M. Bakanas and D. Taylor are all in favor of the designation. Aquarion and the State of CT are the only frontage owners who did not sign the petition for designation.
C. Couch recommended an archaeological reconnaissance survey due to the sensitive archaeological site north of the bridge.
On the motion of N. King and the second of T. Flagg, the Commission voted unanimously to approve the designation of Station Road as a Scenic Road and
request that the content of the application be enhanced with more extensive photographic documentation of the edges of road and width dimensions.
III. ADMINISTRATIVE
1. Referral from Selectmen. AT&T application for a cellular tower at the Town Garage site.
R. Dean read J. Hayes’ report and an email from T. Welles.
The Commission tabled further discussion pending attendance by additional Commission members for their input.
2. TPC&D Recommendations. Discuss methods to pursue. Subcommittee Recommendations.
Discussion tabled pending input from all Commissioners.
IV. PENDING
1. Traffic Calming Methods. To be reviewed along with the following complaints in Item #2 in conjunction with Road Maintenance Guidelines. T. Welles will arrange a meeting with N. Ketcham.
No new information or discussion.
2. Complaints: Topstone Road, Marie Convertito; Umpawaug Road, Robert & Nancy Kaye; Sidecut Road, Dr. Liebowitz. Pictures received from Mrs. Convertito and letters from Dr. Liebowitz. Discussion re: T. Welles letter(s). Response from N. Ketcham and B. Sanford pending.
No new information or discussion.
V. CHAIRMAN’S REPORT
R. Dean attended Part 1, transportation and housing, of a six-part seminar series and found it very worthwhile.
On the motion of T. Flagg and the second of N. King, the Commission voted unanimously to adjourn the meeting at 9:47 p.m.
