PUBLIC HEARING MINUTES

WEDNESDAY, NOVEMBER 19, 2008
8:00 P.M.
Town Hall Hearing Room

TOWN PLAN OF CONSERVATION & DEVELOPMENT


Present:        Robert Dean, acting Chairman; Nancy King; Jerry Sarnelli, seated for Tom Flagg; Toby Welles, seated for Diane Taylor; and Mike Bakanas

Absent: Diane Taylor, Tom Flagg

The Chairman called the meeting to order at 8:10 p.m.

R. Dean explained this was a public hearing so the public could comment on the draft of the Town Plan of Conservation and Development.

Candace Benyei spoke about the need for greater farming coverage in the Plan.  A discussion ensued about the different types of farms and their impact on abutting neighbors.  She suggested possibly forming a committee to monitor farmland usage and assist residents with farm issues.  Ms. Benyei felt more promotion for the businesses in West Redding, such as better signage, would be helpful.  She commented that the assessed valuation of antique homes should not be higher than newer dwellings and were currently low in value.  She also felt that some scenic roads could use some site line improvements, particularly Pine Tree Road.

Ed Zoback spoke about excessive noise, particularly at night.  The Commission explained the State Statutes are written such that the State has full control over noise issues, which override any statutes towns may make.  The Commission talked about possibly rousing other towns to band together and try to get the State to relinquish this power to local governments.

Dave Pattee, Conservation Commission Chairman, urged the Planning Commission to strongly emphasize the importance of protecting the water supply system in town in the Town Plan.


John Hayes addressed the comments from HVCEO on the Plan.  He also addressed residents’ concerns on the noise control issue.

The Public Hearing closed at 10:15.  It will be continued on November 25, 2008 at 8:00 p.m.

The Commissioners continued the meeting, discussing the points brought up by the attendees of the Hearing.

On the motion of M. Bakanas, it was voted unanimously to adjourn the meeting at 10:55 p.m.
