MINUTES
May 13, 2008
8:00 p.m. - Old Town House
Present: Diane Taylor, Chairman, Robert Dean, Nancy King, Don Stroetzel, Mike Bakanas, Toby Welles, Jerry Sarnelli, alt. and Tom Flagg, alt., seated for R. Dean until 8:00 p.m.
Also present: Jo-an Brooks, Land Use Coordinator, John Hayes, Town Planning Consultant
The Chairman called the meeting to order at 8:05 p.m.
I. APPROVAL OF MINUTES – Meeting of 4/22/08
On the motion of Toby Welles and the second of M. Bakanas the Commission voted unanimously to approve the 5/22/08 Meeting Minutes.
On the motion of M. Bakanas and the second of N. King the Commission voted unanimously to approve the 4/27/08 Site Walk Minutes as amended: Tom Flagg is added as attending.
II. PUBLIC HEARING TO OPEN
1. Subdivision Application #517, Redding Open Lands, Inc., Glen Hill Road (and Orchard~Drive). Proposed subdivision of 40.6+ acres into four lots. ~Received 4/08/08. ~Presentation 4/22/08. ~Deadline to Close Public Hearing 6/10/08.
The following new letters and reports were noted and read into the record:
- 4/24/03 report Nicolle Burnham and Becky Meyer.
- 5/8/08 Supplemental Report.
Michael Mazzucco was present along with Atty. Richard Emerson and Steve Patton. Jack Hawkins Fire Chief had sent a report stating he wants a 10,000 gal. water tank at the beginning of the driveway. M. Mazzucco stated this was put in the plans. He also addressed the comments in N. Burnam’s report and stated he would be sending a follow-up report with these comments.
Robert Cieri, Jr. of #35 Orchard Drive posed a question about the driveway configuration. It was addressed by M. Mazzucco.
The public hearing was continued to 5/27/08.
III. ADMINISTRATIVE
1. Request from The Connecticut Department of Transportation to discuss a project on Simpaug Turnpike and Marchant Road, represented Bart Sweeney and Bill Starkey Transportation Engineers. ~TO VOTE.
The following new letters and reports were noted and read into the record:

The Commissioners agreed that the DOT’s Scheme #3 proposal would include a tremendous amount of truck traffic to provide the fill needed in this design. Also Scheme #3 calls for widening of the roads leading up to the bridge. The Commissioners feel widening the roads would promote speeding and, thus, an unsafe condition.
On the motion of R. Dean and the second of N. King the Commission voted unanimously to send a letter to Natalie Ketcham strongly advising her to accept Scheme #1.
2. Town Plan of Conservation & Development, John Hayes. ~Parcel Base Map, Land Use~Map, Chapter 2 Natural Resources, Chapter 3 Land Use. Chapter 4 Population, Final touches. ~Chapter 5 Cultural Resources. ~To Discuss.
J. Hayes reported that Chapter 5 will be written and submitted very soon. The Commission agreed that a reference to deer problems in Redding should be addressed in Chapter 2. T. Welles will work on it.
3. Road Regulations. ~Section on maintenance including dirt roads. ~Completed for N. Ketcham review. Toby Welles. ~Report.
T. Welles is finalizing the guard rail section and will present it to N. Ketcham when completed.
4. Report from Toby Welles re traffic calming methods.
No new information or discussion.
IV. DELIBERATION AND POSSIBLE VOTE; COMMISSIONERS DISCUSS MODIFICATIONS AND CONDITONS OF ~APPROVAL OR REASONS FOR DENIAL. ~INPUT FROM PUBLIC AT PUBLIC HEARING ONLY.
1. Subdivision Application #516, Frank Marini, owner, 417 Rock House Road. ~Proposed~subdivision of 14.19 acres into two lots. ~Received 12/11/07. ~Presentation 1/8/08. ~Site Walk 1/12/08. ~Public Hearing opened 1/22/08, 2/12/08 canceled for snow. Continued~2/26/08; 3/11/08. ~Extension granted.~~Public Hearing closed 3/25/08. ~Deadline to Vote,~Meeting of 5/27/08.
A report by Milone and MacBroom regarding the existing driveway drainage was read into the record. J. Hayes contributed his recommendations. The Commission deliberated re findings.
V. PENDING
1. Reference Application #424, Lot #2 3 Charlie Hill Road. Paul Garavel, owner. Deadline for remediation July 1, 2008.
T. Flagg reported he found someone who would work with P. Garavel on remediation. The office will contact him.
2. Pending: Scenic Road Alteration, 77 Marchant Road, Anne and Robert Green. Request to restore crumbled section of stone wall,
remove white wooden gate fencing and replace with additional stone wall, pillars and lights. Replace apron with Belgium block.

VI. CHAIRMAN’S REPORT
1. Commissioners report on seminars attended.
N. King reported on a seminar she attended on stormwater management.
There are two upcoming seminars: 6/14/08 on Preservation; and, 6/25/08 on the Basics of a Good Road.
2. 5/28/08 Pre-Application Workshop GLDC.
R. Dean will chair this workshop for the Planning Commission in D. Taylors absence.
On the motion of R. Dean, the Commission voted unanimously to adjourn the meeting at 10:42 p.m.
