MINUTES
Tuesday, October 14, 2008
7:00 p.m. – 7:45 p.m. – Old Town House
Present: Michael Bakanas, Robert Dean, seated as Chairman; Nancy King; Thomas Flagg, Alt.; Jerry Sarnelli, Alt.; Toby Welles, Alt., seated for D. Taylor.
Absent: Diane Taylor, Chairman
Also present: Jo-an Brooks, Land Use Coordinator
John Hayes, Town Planning Consultant
The Chairman called the meeting to order at 7:00 p.m.
I. APPROVAL OF MINUTES -Meeting of 9/23/08
On the motion of M. Bakanas and the second of T. Welles, the Commission voted unanimously to approve the 9/23/08 Meeting Minutes as amended: Page 3, first item under “Pending”, add “Resubdivision Application #518, 90 Black Rock Tpk., Noice Properties LLC, Stephanie Churchill, 4.132 acres into two lots. Received 8/12/08. Presentation 8/26/08. Public Hearing scheduled for 10/14/08.”
II. PUBLIC HEARING TO OPEN
Resubdivision Application #518, 90 Black Rock Turnpike, Noice Properties, LLC, Stephanie Churchill, 4/132 acres into two lots. Received 8/12/08. Presentation 8/26/08. Deadline to close Public Hearing, meeting of 11/11/08.
Mr. and Mrs. Churchill were present along with M. Lillis, CCA. R. Dean read the following reports and letters into the record:

No comments are expected from B. Sanford re: Highway Department or the Fire Department.
M. Lillis displayed maps and drawings and reviewed the proposal. Mr. Churchill confirmed that the stone wall will stay in place at this time.
J. Hayes reviewed a possible common driveway location.
T. Welles suggested delaying discussion on sight lines until the Redding and DOT sight line requirements are correctly defined on the plans.
The Public Hearing will continue at the 10/28/08 meeting.
III. ADMINISTRATIVE
1. Acknowledge Don Stroetzel’s retirement from Commission.
On the motion of N. King and the second of T. Welles, the Commission voted unanimously to send a letter of appreciation to Mr. Stroetzel.
2. Recommend Tom Flagg to replace Don Stroetzel.
On the motion of N. King and the second of M. Bakanas, the Commission voted unanimously to recommend Thomas Flagg as a regular member of the Commission.
3. Volunteer to write 500-word Planning Section of the Annual Town Report.
J. Sarnelli volunteered to write the Planning Section.
IV. PENDING
1. Pending: Scenic Road Alteration, 77 Marchant Road, Anne and Robert Green. Request to restore crumbled section of stone wall, remove white wooden gate fencing and replace with additional stone wall, pillars and lights. Replace apron with Belgium block.
No new information or discussion.
2. Traffic calming methods. Discussion of T. Welles’ 6/12/08 draft. Pertinent to 26 Sidecut Road complaint, Larry Liebowitz, M.D.
No new information or discussion.
3. Reference Application #424, Lot #2, 3 Charlie Hill Road. Robin Garavel owner. Letter sent to Redding Land Trust and Redding Conservation
Commission. Reply from Redding Land Trust received. Awaiting letter from Conservation Commission.
No new information or discussion.
T. Welles stated that the Road Regulations have been approved by N. Ketcham.
On the motion of N. King, the Commission voted unanimously to adjourn the meeting at 8:10 p.m.
