MINUTES

 

Tuesday, September 9, 2008

8:00 p.m. – Old Town House

 


Present:  Michael Bakanas; Robert Dean, seated as Chairman; Donald Stroetzel, seated until 9:50 p.m.; Thomas Flagg, Alt., seated for D. Taylor; Jerry Sarnelli, Alt. seated for N. King; Toby Welles, Alt.
 
Absent:  Diane Taylor, Chairman; Nancy King
 
Also present:            Jo-an Brooks, Land Use Coordinator
                        John Hayes, Town Planning Consultant
 
The Chairman called the meeting to order at 8:05 p.m.


 
I.  APPROVAL OF MINUTES            -Meetings of 8/26/08, 8/27/08; 9/2/08, 9/4/08
                                                            -Site Walk of 8/3008
 


On the motion of M. Bakanas and the second of T. Flagg, the Commission voted unanimously to approve the 8/26/08 Meeting Minutes.

 

On the motion of M. Bakanas and the second of T. Flagg, the Commission voted unanimously to approve the 8/27/08 Meeting Minutes.

 

On the motion of T. Flagg and the second of J. Sarnelli, the Commission voted unanimously to approve the 9/2/08 Meeting Minutes.

 

On the motion of M. Bakanas and the second of T. Flagg, the Commission voted unanimously to approve the 9/4/08 Meeting Minutes.

 

On the motion of M. Bakanas and the second of J. Sarnelli, the Commission voted unanimously to approve the 8/30/08 Site Walk Minutes.


 
II. ADMINISTRATIVE


1.  Reference Application #506, 82 Laurel Lane Lot 1.  Joan and William Barrett. Request to alter Lot Development Plan.

 

Mr. Barrett was present.  R. Dean read a report from N. Burnham, Milone & MacBroom dated 9/5/08 into the record.  The site development plan was reviewed along with the proposal.




A site walk was scheduled for Sat., 9/20/08 at 9:30 a.m.  Commissioners will meet at the Old Town House.

 

2.  Town Plan of Conservation & Development, John Hayes.  Parcel Base Map, Land Use Map due.  Chapter 1 Redding/Region and Final Report due.

 

Final edits and revisions made to the Town Plan of Conservation & Development for a final completion date of 9/12/08.  Virtual Town Hall responsible for posting in the Town website after receipt of the final document.


 
III.  PENDING


1. Resubdivision Application #518, 90 Black Rock Turnpike, Noice Properties, LLC Stephanie Churchill, 4/132 acres into two lots.  Received 8/12/08.  Presentation 8/26/08.  Public Hearing scheduled 9/23/08.

 

No new information or discussion.

 

2. Pending:  Scenic Road Alteration, 77 Marchant Road, Anne and Robert Green.  Request to restore crumbled section of stone wall remove white wooden gate fencing and replace with additional stone wall, pillars and lights.  Replace apron with Belgium block.

 

No new information or discussion.

 

3. Traffic calming methods.  Discussion of T. Welles 6/12/08 draft.  Pertinent to 26 Sidecut Road complaint, Larry Liebowitz, M.D.

 

No new information or discussion.

 

4. Reference Application #424, Lot #2, 3 Charlie Hill Road.  Robin Garavel owner.  Letter sent to Redding Land Trust and Conservation Commission.

 

No new information or discussion.

 

5. Road Regulations.  Section on maintenance including dirt roads.  Completed for N. Ketcham review.  Status per T. Welles.

 

No new information or discussion.

 

6. Review of names for open space parcels.  Awaiting response from Steve Patton.


 


On the motion of T. Flagg and the second of M. Bakanas, the Commission voted unanimously to inform the Selectmen that the proposed name selection, Fred Hanssen Preserve, has been approved by The Nature Conservancy.

 


IV. CHAIRMAN’S REPORT
 


1. Commissioner’s report on any seminars/meeting attended.

 

No discussion.

 

2. Contributions to Redding’s depleted Food Pantry would be welcome at the Old Town House.  Carol Keil’s Christ Church Youth Group collecting.

 

No discussion.

 

3. Peter Stant stone wall.  104 Umpawaug Road. T. Welles.

T. Welles submitted a photograph of the repaired stone wall.  It was felt that no further action needed.

 

4. Letter from Mr. and Mrs. Kaye, Umpawaug Road.  Requesting an update on their previous road erosion complaint.  A letter will be sent informing Mr. and Mrs. Kaye that the Road Regulations are still in the review stage by N. Ketcham.  T. Welles will follow up with Mrs. Ketcham and discussion will continue at the next meeting.

 

 

On the motion of T. Flagg, the Commission voted unanimously to adjourn the meeting at 11:38 p.m.
