MINUTES

 

Tuesday, September 23, 2008

8:00 p.m. – Old Town House


 
Present:  Diane Taylor, Chairman; Michael Bakanas; Robert Dean; Nancy King; Thomas Flagg, Alt., seated for D. Stroetzel; Jerry Sarnelli, Alt.; Toby Welles, Alt.
 
Absent:  Donald Stroetzel
 
Also present:  John Hayes, Town Planning Consultant
 
The Chairman called the meeting to order at 8:00 p.m.
 
I.  APPROVAL OF MINUTES            -            Meeting of 9/9/08
                                    Site Walk of 9/20/08-Noice Properties, LLC, 90 Black Rock Tpke.
 


On the motion of R. Dean and the second of T. Flagg, the Commission voted unanimously to approve the 9/9/09 Meeting Minutes as amended:  Page 3, Item 3 under “Chairman’s Report”, second line, change to “It was felt that no further action was needed.”

 

On the motion of T. Flagg and the second of N. King, the Commission voted unanimously to approve the 9/20/08 Site Walk Minute as amended:  second paragraph, first item, delete “during Public Hearing.”


 
II.  ADMINSTRATIVE
 


1. Referral from Zoning, 36 Chestnut Woods Road.  Special Permit for Accessory Apartment.  Public Hearing 10/8/08.

 

D. Taylor clarified that the application is an addition to an accessory apartment.  D. Taylor read a report from J. Hayes.

 

On the motion of R. Dean and the second of N. King, the Commission voted unanimously to forward a favorable response as the plan is in accordance with the Town Plan of Conservation & Development.  J. Hayes’ report will be attached.

 

2. Reference Application #507, 82 Laurel Lane, Lot 1.  Joan and William Barrett.  Request to alter Lot Development Plan.

 



Mr. Barrett was present.  D. Taylor read a report from D. Hartline.  R. Dean reviewed site walk findings.

 

Mr. Barrett submitted a new drawing and reviewed the changes.  D. Taylor noted that if both structures are built as dwellings, the application is in violation of Zoning Regulations.

 

On the motion of R. Dean and the second of M. Bakanas, the Commission voted unanimously to approve Reference Application #507 with the condition that prior to acceptance, the description of the garage is changed to “proposed garage with bathroom.”

 

3. Reference Application #424, Lot #2, 3 Charlie Hill Road.  Robin Garavel owner.  Letter sent to Redding Land Trust and Redding Conservation Commission.  Reply from Redding Land Trust received.

 

Discussion will continue pending receipt of a response from the Conservation Commission.

 

4. Road Regulations.  Section on maintenance including dirt roads.  Completed for N. Ketcham review.  Status per T. Welles.

 

Per T. Welles, discussion with N. Ketcham will take place this week.  Discussion will continue.

 

5. Town Plan of Conservation & Development.  Follow-up and approval of Open Space Plan.

 

Final edits were made.  R. Dean reviewed the introduction.  M. Bakanas stated that the document will be posted on the Town website on 9/24/08.

 

On the motion of R. Dean and the second of T. Flagg, the Commission voted unanimously that while recognizing that minor editing changes might occur, the Planning Commission endorses the Open Space Plan.

 

6. Referral from Zoning, 60 Redding Road.  New information.  Zoning Public Hearing continued to 9/24/08.  To Vote.

 

D. Taylor read a report from J. Hayes.  The plan and map were reviewed.

 

On the motion of D. Taylor and the second of T. Flagg, the Commission voted unanimously to send a letter of approval to Zoning stating that if a pedestrian

  



linkage to Main Street were provided, the referral would be in accordance with the Town Plan of Conservation & Development.

 


III.   PENDING
 


1. Pending:  Scenic Road Alteration, 77 Marchant Road, Anne and Robert Green.  Request to restore crumbled section of stone wall, remove white wooden gate fencing and replace with additional stone wall, pillars and lights.  Replace apron with Belgium block.

 

No new information or discussion.

 

2. Traffic calming methods.   Discussion of T. Welles’ 6/12/08 draft.  Pertinent to 26 Sidecut Road complaint, Larry Liebowitz, M.D.

 

D. Taylor suggested the intersection of Umpawaug Road and Route 53 as the first location of traffic calming methods.

 


IV.   CHAIRMAN’S REPORT
 


1. Commissioner’s reports on any seminars/meetings attended.

2. Contributions to Redding’s depleted Food Pantry would be welcome at the Old Town House.  Carol Keil’s Christ Church Youth Group collecting.

3. Robinson & Cole Wine Tasting October 7, 2008.

 

 

On the motion of T. Flagg, the Commission voted unanimously to adjourn the meeting at 9:50 p.m.
