MINUTES

 

Tuesday, January 22, 2008

8:00 p.m. – Old Town House


 
Present:  Diane Taylor, Chairman; Robert Dean; Donald Stroetzel.
 
Absent:  Michael Bakanas; Nancy King; Thomas Flagg, Alt.; Toby Welles, Alt.

The Chairman called the meeting to order at 8:05 p.m.
 
I.            APPROVAL OF MINUTES                        -Meeting of 1/8/08
                                    Site Walk Minutes 1/12/08 – C. Tyler, 130 Topstone Rd.
                                                                                    F. Marini, 417 Rock House Rd.
 


On the motion of D. Stroetzel and the second of R. Dean, the Commission voted unanimously to approve the 1/8/08 Meeting Minutes.

 

On the motion of R. Dean and the second of D. Stroetzel, the Commission voted unanimously to approve the Tyler Site Walk Minutes.

 

On the motion of R. Dean and the second of D. Stroetzel, the Commission voted unanimously to approve the Marini Site Walk Minutes as amended:  second bullet point, change to “staking and flagging had not been…”. 


 
II.            PUBLIC HEARING CONTINUED


Subdivision Application #515, Charles I. Tyler, owner, Thomas Ryder, Land-Tech Consultants, Inc. (agent), 130 Topstone Road.  Proposed subdivision of 33.441 acres into three lots.  Received 11/27/07.  Presentation 12/11/07.  Public Hearing opened 1/8/08.


 


Public Hearing is continued to the 2/12/08 meeting in an attempt to have the archaeological survey underway.


 
III.            PUBLIC HEARING TO OPEN


Subdivision Application #516, Frank Marini, owner, 417 Rock House Road.  Proposed subdivision of 14.19 acres into two lots.  Received 12/11/07.  Presentation 1/8/08.

Mr. Marini was present along with Ronald Ochman and Atty. Pete Gelderman.  D. Taylor stated that all map, documents and qualifications of the consultants are hereby incorporated into the public record on this application.

 

D. Taylor read a fax/email dated 1/22/08 from William and Kay Oppenheimer re: Public Hearing notices.  Planning Commission statutes and regulations were reviewed.

 

The following reports and letters were read into the record by D. Taylor:

 

-1/22/08 letter from William and Kay Oppenheimer.  Their letter of 10/2/07 was attached.

-1/18/08 report from J. Hayes

 

R. Ochman presented the proposal accompanied by plans.  D. Taylor requested submission of comments in response to reports in writing. 

 

Information from the Fire Department and Milone & MacBroom is pending.  The Public Hearing will be continued at the 2/12/08 meeting.


 
IV.            ADMINISTRATIVE


1.  Scenic Road Complaint: 26 Side Cut Road, Larry Liebowitz, M.D.  Road traffic issues.  Discussion.

 

Dr. Liebowitz was present.  D. Taylor read his letter.  Traffic calming options were reviewed and options will be explored further and discussed at the next meeting.  The Commission will do individual site inspections of Side Cut Road.

 

2.  Reference Application #424, Lot  #2, 3 Charlie Hill Road.  Paul Garavel owner.  Redding Planning Commission letter sent 5/7/07.  Presentation 7/10/07.  Timetable for remediation requested.  Work not yet completed.  Letter sent 1/11/08.

 

J. Brooks reported that per Mr. Garavel, removal of bushes and trees is ongoing as weather permits.  Removal of stone piers has not yet been addressed by Mr. Garavel.

 

3.  Town Plan of Conservation & Development, John Hayes.  Land Use Map and Chapter, population figures and revised schedule for Redding Planning Commission review.

 

J. Hayes reviewed new chapter.  Population and regional demographic trends will be submitted this week.  The working draft of the Land Use Map will be

submitted to Fuss & O’Neill next week.  Chapter 7 will be ready for discussion the first meeting in March.

 

4.  Road Regulations.  Section on maintenance including dirt roads for Redding Planning Commission final review.

 

T. Welles will email revisions for Commission review and finalization at the next meeting.

 

5.  Scenic Road Signs for Topstone, Poverty Hollow, Pine Tree and Cross Highway.  Ready.  T. Welles.

 

T. Welles will contact B. Sanford re: installation.

 

6.  Scenic Road Monitoring.  Reports including signs.

 

Reports tabled pending full attendance by Commission.

 

7.  DOT Signal lights.  Referral from Selectmen.  Discussion.

 

D. Taylor stated that this is a solicitation of comments, not a referral from Selectmen.  Commissioners concurred that the lights should be flashing red during non-peak hours.  Comments will be forwarded to Selectmen and/or the DOT.

 


V.            PENDING


1.  Umpawaug Road boulders.  Wood post and cable guard rail to be installed per T. Welles.  Waiting for materials.

 

No new information or discussion.

 

2.  Intersection of Marchant and Chestnut Woods, Designated Scenic Roads.  Plans adjusted by B. Sanford, T. Ciriello, T. Welles.

 

No new information or discussion.

 

3.  Scenic Road language- Possible amendments.


 
            No new information or discussion.
 
 
VI.            CHAIRMAN’S REPORT


1.     J. Brooks has sign-up forms for anyone interested in attending the various Land Use programs mailed to the Commission.

 

2.     D. Taylor read a letter from Police Chief Fuchs re: Umpawaug Road. He offered to discuss traffic calming measures and said  “during the past five years, more than 1,150 motor vehicle stops were conducted on Umpawaug Road.  This equates to 11% of all enforcement town wide on a single road.”    He will follow-up on reinstallation of No Thru Truck signs.


 


3.     Commissioner Greg Meyer has submitted his resignation.  Michael Bakanas has been promoted from Alternate status to Commissioner.  D. Taylor is accepting suggestions for a new Republican Alternate.


 
 
On the motion of R. Dean, the Commission voted unanimously to adjourn the meeting at 9:45 p.m.
