MINUTES

 

Tuesday, August 26, 2008

8:00 p.m. – Old Town House


 
Present:  Diane Taylor, Chairman; Michael Bakanas; Robert Dean; Nancy King; Thomas Flagg, Alt., seated for D. Stroetzel; Jerry Sarnelli, Alt.; Toby Welles, Alt.
 
Absent:  Donald Stroetzel
 
Also present:            Jo-an Brooks, Land Use Coordinator
                        John Hayes, Town Planning Consultant
 
The Chairman called the meeting to order at 8:05 p.m.
 
I.  APPROVAL OF MINUTES            -Meeting of 8/12/08
 


On the motion of M. Bakanas and the second of T. Flagg, the Commission voted unanimously to approved the 8/12/08 Meeting Minutes


 
II.  PRESENTATION.  SCHEDULE SITE WALK AND PUBLIC HEARING


1. Resubdivision Application #518, 90 Black Rock Turnpike, Noice Properties LLC, Stephanie Churchill, 4/132 acres into two lots.  Received 8/21/08.

 

The applicant was present along with M. Lillis, CCA, LLC and Atty. Neil Marcus.  D. Taylor stated that the Public Hearing will open on 9/23/08.

 

D. Taylor read the following reports and letters into the record:

-8/20/08 report from Milone & MacBroom

-3/5/07 letter from D. Hartline

 

J. Hayes read his preliminary report dated 8/26/08. 

 

M. Lillis displayed the plans and reviewed the proposal.  A site walk was scheduled for Sat. 8/30/08 at 9:00 a.m.


 
III. ADMINISTRATIVE


1. Road Regulations.  Section on maintenance including dirt roads.  Completed for N. Ketcham review.  Status per T. Welles.

 

No new information or discussion.

 

2. Review of names for open space parcels.  Awaiting response from Steve Patton.

 

D. Taylor read the letter sent to S. Patton and is awaiting a response.

 

3. Town Plan of Conservation & Development, John Hayes.  Parcel Base Map, Land Use Map due.  Chapter 9 Housing, due 8/11/08.  Chapter 8 Public Facilities was due 8/13/08.  Chapter 1 Redding/Region was due 8/18/08.  Final report was due 8/25/08.


 


Extra meeting scheduled for 8/27/08 at 7:00 p.m., Old Town House.  J. Hayes is awaiting a response from Fuss & O’Neill re: receipt of maps. J. Brooks will follow up with Mr. Doyle.

 

Statutory deadline for document to be posted on the Virtual Town Hall website is 10/15/08, however, a month earlier is anticipated.  J. Brooks will get additional details re: posting and required format.

 

D. Taylor and R. Dean meeting with Redding Pilot 8/28/08, 9:30 a.m., Old Town House.

 

T. Welles will present final version of Chapter 7 at 8/27/08 meeting.  Subcommittees will present status on assigned chapters. 

 


IV.  PENDING


1. Pending:  Scenic Road Alteration, 77 Marchant Road, Anne and Robert Green.  Request to restore crumbled section of stone wall, remove white wooden gate fencing and replace with additional stone wall, pillars and lights.  Replace apron with Belgium block.

 

No new information or discussion.

 

2. Traffic calming methods.  Discussion of T. Welles’ 6/12/08 draft.  Pertinent to 26 Sidecut Road complaint, Larry Liebowitz, M.D.

 

No new information or discussion.

 

3.  Reference Application #424, Lot #2,  3 Charlie Hill Road.  Robin Garavel owner.  Awaiting response from applicant’s attorney.


 


D. Taylor read a letter dated 8/22/08 from Atty. W. Mazzucco. 

 




On the motion of T. Flagg and the second of N. King, the Commission voted unanimously to send a letter to the Redding Land Trust informing them of Mrs. Garavel’s negative position, as expressed in Attorney Mazzucco’s reply, and expressing the opinion that since the easement is actually held in the Land Trust’s name, they will have to make the ultimate decision re: infringements.  It will refer to the 8/27/06 letter re: Scenic Easement at 3 Charlie Hill Road.  Copies will be sent to Atty. Mazzucco and Robinson & Cole and the Redding Conservation Commission.

 


V.            CHAIRMAN’S REPORT


1. Commissioner’s reports on any seminars/meetings attended.

 

2. Contributions to Redding’s depleted Food Pantry would be welcome at the Old Town House.  Carol Keil’s Christ Church Youth Group collecting.

 

3. N. Ketcham has requested attendance at a seminar on 9/8/08, 7:30 p.m., Community Center re: non point education for municipal officers.

 

4. D. Taylor reported that B. Flanagan has investigated the stones in front of the garage at 104 Umpawaug Road.  The owner stated that a car hit the stone wall.  The owner was instructed to contact the Planning Commission prior to repairing the wall.  The wall has been repaired without permission.  Commissioners will inspect for design compliance.

 

 

On the motion of M. Bakanas, the Commission voted unanimously to adjourn the meeting at 10:30 p.m.
