MINUTES

 

Tuesday, March 25, 2008

Old Town House- 8:00 p.m.


 
Present:  Diane Taylor, Chairman; Michael Bakanas; Robert Dean; Nancy King; Donald Stroetzel; Thomas Flagg, Alt.; Jerry Sarnelli, Alt.; Toby Welles, Alt.
 
Also present:            Jo-an Brooks, Land Use Coordinator
                        John Hayes, Town Planning Consultant
 
The Chairman called the meeting to order at 8:02 p.m.
 
I.            APPROVAL OF MINUTES                        -Meeting of March 11, 2008
 
            On the motion of R. Dean and the second of N. King, the Commission voted             unanimously to approve the 3/11/08 Meeting Minutes.
 
II.            PUBLIC HEARING TO CLOSE


Subdivision Application #516, Frank Marini, owner, 417 Rock House Road.  Proposed subdivision of 14.19 acres into two lots.  Received 12/11/07.  Presentation 1/8/08.  Site Walk 1/12/08.  Public Hearing opened 1/22/08, 2/12/08 canceled for snow.  Continued 2/26/08; 3/11/08.  Extension granted.  Deadline to close 3/25/08.


 


Frank Marini and Atty. P. Gelderman were present.  D. Taylor stated that all maps and documents and qualifications of the consultants are hereby incorporated into the public record on Subdivision Application #516.

 

D. Taylor re-read an earlier letter from the Redding Land Trust .  They still decline to accept the open space; an earlier letter from C. Couch re: no historical significance and an earlier letter from the Fire Department who changed the water tank size from 18,000 gallons to 10,000 gallons.

 

A new letter dated 3/24/08 from Mr. and Mrs. Oppenheimer was read by D. Taylor.  Individual items were addressed.  A report from J. Hayes was read into the record.  The remainder of the Oppenheimer letter was read.  An 11/19/01 driveway application was attached signed by Redding ZEO and a 5/26/06 letter from Easton First Selectman to Frank Marini.

Commissioners noted their concerns.  D. Taylor read a statement included in a memo from N. Burnham re: responsible use of water. 


 


L. Zielinski questioned the validity of the 2001 and 2005 wetlands licenses per a stipulation in the Zoning Regulations.  R. Dean noted that the 2005 wetland license has an expiration date of 2011.

 

F. Marini reported that all required approvals have been received for 417 Rock House Road.  Atty. Gelderman submitted a driveway permit from the Town of Easton in addition to a letter dated 4/6/06 from Ed Nagy re: drainage design.  J. Hayes will verify this letter with the Town of Easton.

 

On the motion of D. Stroetzel and the second of M. Bakanas, the Commission voted unanimously to close the Public Hearing.

 


III.            ADMINISTRATIVE


1.     Town Plan of Conservation & Development, John Hayes.  Parcel Base Map, Land Use Map, Chapter 2 Natural Resources, Chapter 3 Land Use, Chapter 4 Population, Chapter 5 Cultural Resources.  Discussion.


 


Subcommittees will address assigned Chapters for revisions to be discussed at upcoming meetings.  D. Stroetzel read and submitted a new paragraph for inclusion in Chapter 3.

 

2.     Road Regulations.  Section on maintenance including dirt roads for Redding Planning Commission final review.  T. Welles.


 


Final edits and revisions will be incorporated into the final draft.  T. Welles will present draft to N. Ketcham.


 


3.     Scenic Road Monitoring.  Reports including signs.


 


Commissioners reviewed activity on assigned Scenic Roads.  T. Flagg reported that he has contacted B. Sanford re: guardrail repair and Scenic Road sign placement on Sherman Turnpike.  D. Taylor sent a letter to B. Sanford re: Diamond Hill and Umpawaug Road intersection as well as the Kaye property on Umpawaug Road.  No replies have been received.


 


4.     Reappoint Don Stroetzel WPCC.


 


On the motion of R. Dean and the second of N. King, the Commission voted unanimously to reappoint Don Stroetzel to the WPCC.


 
IV.            PENDING.


1.  Reference Application 3424, Lot #2, 3 Charlie Hill Road.  Paul Garavel owner.  Redding Planning Commission letter sent 5/7/07.  Presentation 7/10/07. 

 

Timetable for remediation requested.  Work not yet completed.  Letter sent 1/11/08.  Will attend 4/8/08 meeting.

 

No new information or discussion.

 

2.  Scenic Road Alteration, 77 Marchant Road, Anne and Robert Green.  Request to restore crumbled section of stone wall, remove white wooden gate fencing and replace with additional stone wall, pillars and lights.  Replace apron with Belgium block.

 

No new information or discussion.

 

3.  Scenic Road Complaint; 26 Side Cut Road, Larry Liebowitz, M.D.  Road traffic issues.  Report from T. Welles re: traffic calming methods.


 


No new information or discussion.

 


V.            CHAIRMAN’S REPORT
 


1.     River Management Seminar, 4/9/08, 9:00am-4:00pm.

2.     Amphibian Monitoring and Devil’s Den hike, April. Contact Sally Harold if interested in volunteering.

3.     R. Dean read a letter re: Lifetime Achievement Award from the Connecticut Federation of Planning and Zoning Agencies for D. Taylor’s 30 years of service.

4.     T. Welles submitted traffic calming research for review.


 
 
On the motion of M. Bakanas, the Commission voted unanimously to adjourn the meeting at 10:32 p.m.
