MINUTES
Tuesday, January 8, 2008
8:00 p.m. – Old Town House
Present: Diane Taylor, Chairman; Robert Dean; Donald Stroetzel; Thomas Flagg, Alt., seated for G. Meyer; Toby Welles, Alt., seated for N. King.
Absent: Nancy King; Greg Meyer; Michael Bakanas, Alt.
Also present: Jo-an Brooks, Land Use Coordinator
John Hayes, Town Planning Consultant
The Chairman called the meeting to order at 8:00 p.m.
I. APPROVAL OF MINUTES -Meeting of 12/11/07
On the motion of R. Dean and the second of T. Welles, the Commission voted unanimously to approve the 12/11/07 Minutes.
II. PUBLIC HEARING TO OPEN. SCHEDULE SITE WALK.
Subdivision Application #515, Charles I. Tyler, owner, Thomas Ryder, Land-Tech Consultants, Inc. (agent), 130 Topstone Road. Proposed subdivision of 33.441 acres into three lots. Received 11/27/07. Presentation 12/11/07.
T. Ryder was present for the applicant. D. Taylor stated that all map and documents are hereby incorporated into the public record on Subdivision Application #515.
D. Taylor read the following letters and reports into the record:
-12/27/07 letter from T. Ryder
-1/7/08 report from J. Hayes
-1/8/08 letter from N. Burnham, Milone & MacBroom
-1/15/07 report from the Inland/Wetlands Commission
Mrs. Taylor noted that the Open Space recommendation has been approved.
T. Ryder made a presentation accompanied by maps and drawings. Open Space was reviewed. Per Planning Regulations, a Phase 2 Archaeological Survey must be completed. K. von Jena’s Archaeological report was reviewed requesting same
D. Taylor requested that verbal responses to reports be submitted in writing. Commission engineering consultant will be requested to review the proposed infiltration trench.
A site walk was scheduled for Sat., 1/12/08 at 9:00 a.m. The Public Hearing is continued to the 1/22/08 meeting.
III. PRESENTATION. SCHEDULE SITE WALK AND PUBLIC HEARING.
Subdivision Application #516, Frank Marini, owner, 417 Rock House Road. Proposed subdivision of 14.19 acres into two lots. Received 12/11/07.
Mr. Marini was present along with Atty. Gelderman and engineer Ronald Ochman. D. Taylor read the following letters and reports into the record:

-8/8/06 report from K. von Jena
Proposed open space has been approved by the Conservation Commission and a report was received from HVCEO.
The applicant provided a history of the driveway width and reviewed their proposal. A site walk was scheduled for Sat., 1/12/08 at 10:00 a.m. The Public Hearing will open on 1/22/08.
IV. ADMINISTRATIVE
1. Reference Application #424, Lot #2, 3 Charlie Hill Road. Paul Garavel owner Redding Planning Commission letter sent 5/7/07. Presentation 7/10/07. Timetable remediation requested. Work not yet completed.
Correspondence will be re-sent to Mr. Garavel at his office address. T. Flagg will inspect on 1/9/08 and will submit his report to J. Brooks.
2. Town Plan of Conservation & Development, John Hayes. Land Use Map and Chapter, population figures for Redding Planning Commission review.
J. Hayes reviewed and submitted new information.
3. Road Regulations. Section on maintenance including dirt roads for Redding Planning Commission review and recommendation to Selectmen.
Commissioners provided input re: better pictures and presentation. T. Welles will forward to T. Ciriello for final draft. New Roads section pending completion of this section.
4. Scenic Road language- discussion.
J. Brooks will follow up with contacts from other towns and her letter to CT Trust for Historic Preservation.
5. Scenic Road Signs for Topstone, Poverty Hollow, Pine Tree and Cross Hwy. T. Welles.
Commissioners chose prototype style including the word “designated.”
6. Referral from Ridgefield, Eureka V LLC, resubmission to change Zoning text and map. TO VOTE.
J. Hayes’ report was reviewed. A letter will be sent attaching J. Hayes’ report continuing to recommend that this not be approved.
On the motion of D. Taylor and the second of R. Dean, the Commission voted unanimously to send a negative response.
V. PENDING
1. Umpawaug Road boulders. Wood post and cable guard rail to be installed per T. Welles. Waiting for materials.
2. Intersection of Marchant and Chestnut Woods, Designated Scenic Roads. Plans adjusted by B. Sanford, T. Ciriello and T. Welles.
3. Scenic Road Monitoring. Reports including signs.
VI. CHAIRMAN’S REPORT
D. Stroetzel submitted and rescinded a letter to withdraw from participation with the WPCC in Georgetown.
D. Taylor suggested sending a letter to the Chief of Police re: no thru truck sign being returned to Umpawaug Road post construction.
On the motion of R. Dean, the Commission voted unanimously to adjourn the meeting at 10:22 p.m.
