MINUTES

July 8, 2008

8:00 - Old Town House


 


Present:   Diane Taylor, Chairman, Robert Dean, Nancy King, Mike Bakanas, Jerry Sarnelli, Tom Flagg for Don Stroetzel

 

Absent:            Don Stroetzel, Toby Welles

 

Also present:            Jo-an Brooks, Land Use Coordinator

 

The Chairman called the meeting to order at 8:00 p.m.

 

I.           APPROVAL OF MINUTES

On the motion of R. Dean and the second of N. King, the Commission voted unanimously to approve the minutes of the 6/10/08 meeting.


 


II.            PUBLIC HEARING TO CLOSE

1. Subdivision Application #517, Redding Open Lands, Inc., Glen Hill Road (and Orchard Drive).  Proposed subdivision of 40.6+ acres into four lots.  Received 4/08/08.   Presentation 4/22/08.  Public Hearing opened 5/13/08, continued 5/27/08, 6/10/08.  Extension Received.  Deadline to Close 7/08/08.

 

      Michael Mazzucco was present.  The Chairman read into the record letters from M. Mazzucco dated 6/12/08 to the Planning Commission regarding reports from Milone and MacBroom and John Hayes.  Also read were a 6/23/08 letter from Milone and MacBroom, a 7/1/08 letter from Aquarian and a 7/7/08 report from Doug Hartline.

 

      Two deep hole and one perc hole tests were done within 50’ of the proposed septic sites, but not in the exact sites as required in the Subdivision Regulations.  The Commissioners agreed a condition of approval would be the completion of acceptable test holes.  John Hayes reported on the driveway proposal analysis and Steve Patton from the Nature Conservancy spoke.  Discussion ensued about the different slopes in the two proposals.  Richard Emerson, President of ROLI, gave his opinion on the proposed schemes.

 

      On the motion of M. Bakanas and the second of N. King, the Commission voted unanimously to close the public hearing subject to a report from Milone and MacBroom, the Health Department and a written report from John Hayes concerning the septic perc tests and driveway proposals.

 

III.        ADMINISTRATIVE

1.   Referral from Zoning, GLDC.  To amend Master Plan and Site Plan.  TO VOTE.  (Zoning Public Hearing 7/12/08.)

 

John Hayes read a report.  In the amended plan, 16 single family dwellings would be replaced by 28 townhouses.  An adjustment would be made to keep the number of units the same as in the original proposal.

 

 

On the motion of R. Dean and the second of M. Bakanas, the Commission voted unanimously to send a letter to Zoning indicating concern that the application would be compatible with the Town Plan of Conservation and Development providing:

 

1.    The 40 units of senior affordable apartments are shown on the plans.

2.   The approved 55 units of affordable housing be maintained.

3.   The total number of bedrooms remains the same as in the original plans.

 

2.    Town Plan of Conservation & Development, John Hayes.  Parcel Base Map, Land Use Map, Chapter 2 Natural Resources, final except for Aquifer Protection.  Chapter 3 Land Use, completed.   Chapter 4 Population, completed.   Chapter 5 Cultural Resources, received for review.  Chapter 6 Economic Development and Chapter 7 Roads due now.

  

   A schedule was drawn up and the importance of following it was emphasized in order to meet the statutory requirement of completion of the Plan by year end.  This might require holding extra meetings in order to have the rough draft ready by 9/15/08for submission to the Selectmen for their review.

 

3.   Traffic calming methods.  Discussion of T. Welles’ 6/12/08 draft.  Pertinent to Sidecut Road?  Deferred

 

4.            Referal from Zoning:  Accessory apartment at 108 Black Rock Tpke.  TO VOTE.  (Zoning Public Hearing 7/9/08.)  John Hayes reported that the apartment already exists in the basement; the appeal is to legalize it.  The Commission was in favor of doing so.

 

5.            Redding Planning Commission approval needed for release of credit for Application #483, Chapman Place, in order to pay for work agreed to on the cost estimate.  TO VOTE.  Jo-an Brooks reported that the owner of the bond and his lawyer have disappeared.

 

    On the motion of M. Bakanas and the second of N. King, the Commission voted unanimously to use the savings passbook to pay for the completed work.

 

6.            Recommendation to Selectmen  Names for three Open Space parcels owned by the Town and The Nature Conservancy: Senber, Levine and Hanssen.

 

    On the motion of T. Flagg and the second of N. King, the Commission voted unanimously to name Senber open space the General Parsons Preserve.

 

    On the motion of N. King and the second of R. Dean, the Commission voted unanimously to name the Levine property Garnet Ridge Preserve.

 

    On the motion of T. Flagg and the second of N. King, the Commission voted unanimously to name the Hanssen parcel Fred Hanssen Preserve.

 

IV.      PENDING

 

4.     Scenic Road Monitoring.  Reports including signs, Old Hattertown Road – wood chips.

The Commission agreed they must carefully follow prescribed guidelines when making rulings on Scenic Road issues.

 

On the motion of R. Dean the Commission voted unanimously to adjourn the meeting at 11:05 p.m.
