MINUTES
Tuesday, April 22, 2008

The Chairman called the meeting to order at 8:00 p.m.
I. APPROVAL OF MINUTES -Meeting of 4/8/08
On the motion of D. Stroetzel and the second of N. King, the Commission voted unanimously to approve the 4/8/08 Meeting Minutes as amended: Page 1, last line, change to “A letter of confirmation will be sent to Mr. Garavel and copied to the Land Trust and the Conservation Commission”, Page 2, second paragraph under “Pending. Possible Deliberation”, second line, change “report dated 2/18/08” to “report dated 2/8/08”; Page 3, second item under “Chairman’s Report”, second line, change “expenditure of funds” to “grant application”; Page 3, third item under “Chairman’s Report”, change to “A Town meeting is scheduled for 4/21/08 re: proposed purchase of 29 acres (Hanssen property) by the Town and
Nature Conservancy. The Commission endorsed the purchase”; Page 3, fourth item under “Chairman’s Report”, second line, change “complain” to “complaint”.
II. PRESENTATION. SCHEDULE SITE WALK AND PUBLIC HEARING
Subdivision Application #517, Redding Open Lands, Inc., Glen Hill Road (and Orchard Drive). Proposed subdivision of 40.6 acres into four lots. Received 4/8/08. Public Hearing scheduled for 5/13/08.
Atty. Richard Emerson was present along with Michael Mazzucco and Steve Patton from The Nature Conservancy. M. Mazzucco displayed and reviewed the survey map and proposal.

A site walk was scheduled for Sun., 4/27/08 at 12:00 p.m. The Public Hearing is scheduled for 5/13/08.
III. ADMINISTRATIVE
Request from the Connecticut Department of Transportation to discuss a project on Simpaug Turnpike and Marchant Road, represented by Mary Baker, Transportation Engineer.
Bart Sweeney was present for Mary Baker in addition to another representative of CT DOT, Bill Starkey. Three alternatives were reviewed in detail. D. Taylor requested a response to her concern re: traffic going onto and off Marchant Road. Police Chief Fuchs discussed traffic patterns on Marchant Road. It was also noted that fire trucks are currently unable to cross the present bridge.
D. Pattee, Chairman of the Redding Conservation Commission, noted that state agencies are not exempt from local licensing. Setback requirements were noted. New abutments are planned as part of the bridge replacement.
A report will be requested from the Commission’s consultant. Discussion will continue.
IV. DELIBERATION
Subdivision Application #516, Frank Marini, owner, 417 Rock House Road. Proposed subdivision of 14.19 acres into two lots. Received 12/11/07. Presentation 1/8/08. Site Walk 1/12/08. Public Hearing opened 1/22/08; 2/12/08 canceled for snow. Continued 2/26/08; 3/11/08. Extension granted. Public Hearing closed 3/25/08. Deadline to Vote, meeting of 5/27/08.
D. Taylor read J. Hayes’ recommendations for findings re: intervention and the application in regard to the Subdivision Regulations. The Chairman hopes vote at the next meeting.
V. ADMINISTRATIVE
1. Town Plan of Conservation & Development, John Hayes. Parcel Base Map, Land Use Map, Chapter 2 Natural Resources, Chapter 3 land Use. Final touches. Chapter 4 Population, Chapter 5 Cultural Resources. To Discuss.
J. Hayes provided a verbal summary of Chapter 5 to be submitted soon for discussion. Chapter 2 will be presented in its final form by the Subcommittee for the next meeting. Discussion will continue.
2. Road Regulations. Section on maintenance including dirt roads. Completed for N. Ketcham review. T. Welles. Report.

T. Welles is finalizing the draft with some changes re: guard rails.
3. Report from T. Welles re traffic calming methods.
No new information or discussion.
4. Referral from Zoning Section 5.9.1 and 5.9.3 Sign Regulations. TO VOTE.
J. Hayes read his report.
On the motion of M. Bakanas and the second of N. King, the Commission voted unanimously to send a negative response as the referral is not in conformance with the Town Plan of Conservation & Development. J. Hayes’ comments will be attached.
5. Scenic Road Monitoring. Reports including signs.
Commissioners reported no new activity on assigned Scenic Roads.
VI. PENDING
1. Pending: Reference Application #424, Lot #2, 3 Charlie Hill Road. Paul Garavel owner. Deadline for remediation July 1, 2008.
No new information or discussion.
2. Pending: Scenic Road Alteration, 77 Marchant Road, Anne and Robert Green. Request to restore crumbled section of stone wall, remove white wooden gate fencing and replace with additional stone wall, pillars and lights. Replace apron with Belgium block.
No new information or discussion.
VII. CHAIRMAN’S REPORT
N. King will be attending an event at John Read Middle School re: stormwater management.
On the motion of M. Bakanas, the Commission voted unanimously to adjourn the meeting at 11:03 p.m.
