MINUTES
Tuesday, November 13, 2007
8:00p.m. – Old Town House
Present: Robert Dean, seated as Chairman; Nancy King; Donald Stroetzel; Michael Bakanas, Alt., seated for D. Taylor; Thomas Flagg, Alt., seated for G. Meyer.
Absent: Diane Taylor, Chairman; Greg Meyer; Toby Welles, Alt.
Also present: Jo-an Brooks, Land Use Coordinator
The Chairman called the meeting to order at 8:05 p.m.
I. APPROVAL OF MINUTES -Meeting of 10/23/07
-Region 9 Meeting of 10/30/07
On the motion of D. Stroetzel and the second of N. King, the Commission voted unanimously to approve the 10/23/07 Minutes as amended: Page 1, Item 2. under Administrative, change to “The Commission concurred that speed is based on drivers perception of safe driving conditions rather than the posted speed limit.”
On the motion of T. Flagg and the second of D. Stroetzel, the Commission voted unanimously to approve the Region 9 Meeting Minutes as amended: Change heading to: “Special meeting of the Redding Planning Commission, October 30, 2007, concurrent with the Conservation Commission, Zoning Commission and Region #9 Board of Education.”
II., ADMINISTRATIVE
1. Sherman Turnpike Improvements. William Laros. Discussion.
R. Dean read a letter dated 10/30/07 from Mr. Laros into the record. Technical issues in the make-up of the road were reviewed as was the shared concern of safety. Those issues are presently being addressed in the Road Regulations.
A site walk was scheduled for Sat., 11/17/07 at 9:30 a.m.
2. Umpawaug Road Improvements. Nancy and Robert Kaye. Discussion.
Mr. and Mrs. Kaye were present. Per J. Brooks, T. Welles measured the road width on 11/13. Submitted photographs were reviewed. It was suggested that an object be placed on the eroded areas to gain perspective on size.

Mr. Kaye will re-measure where the road originated and submit new information to the Commission. Discussion will continue.
3. Topstone Road. Request to pave road by Marie and Paul Convertito.
Mrs. Convertito was present. She reviewed her concerns regarding potholes and potential car damage. Commissioners noted their concerns re: increased speed if the road were paved. A dirt road component will be included in the Road Regulations.
4. 64 Cross Highway, Susan Lockwood. Request to remove picket fence.
R. Dean read a letter dated 11/9/07 from Ms. Lockwood. Photographs were reviewed. A site walk was scheduled for Sat., 11/17/07 at 9:30 a.m.
5. Town Plan of Conservation & Development, John Hayes. Land Use Map and Chapter with population figures for Redding Planning
Commission review.
Discussion tabled pending receipt of new information.
6. Road Regulations. Discussion re progress. Tony Ciriello’s draft.
Commissioners reviewed newly received draft. Sample road regulations from other towns will be reviewed by Commissioners and discussed at the next meeting.
7. Scenic Road language- discussion.
Questions being partially addressed in the Road Regulations and Counsel will be consulted.
8. Scenic Road Monitoring. Reports including signs.
Commissions report on Scenic Roads. No new activity reported.
9. Referral from Zoning. Modification to Section 5.9.3a Business Signs. To Vote.
The proposed modification was reviewed. A negative response will be forwarded to Zoning stating that it is not in conformance with the Town Plan of Conservation & Development. Recommendations for the streetscape are being addressed by a design firm

III. PENDING
1. Reference Application #424, Lot #2, 3 Charlie Hill Road. Paul Garavel owner. Redding Planning Commission letter sent 5/7/07. Presentation 7/10/07. Timetable for remediation requested. Work not yet completed.
J. Brooks reported that no response has been received from Mr.
Garavel.
2. Umpawaug Road boulders. Wood post and cable guard rail to be installed per T. Welles. Waiting for materials.
No new information or discussion.
3. Intersection of Marchant and Chestnut Woods, Designated Scenic Roads. Plans by Georgina Scholl and Tony Ciriello. Alternate V approved. Plans with Bruce Sanford.
T. Ciriello continues to contact B. Sanford for discussion. Awaiting a response.
4. 233 Umpawaug Road, Robert Far. Stone wall construction on a Scenic Road. Letter sent 9/27/07. Top of wall needs to be made more natural and rustic.
R. Dean and D. Stroetzel drove by and concurred that the wall is much improved. Mr. Far will be requested to submit a planting plan to address his request to add plantings.
5. Scenic Road Complaint, 58 Marchant Road, Althea Lockwood. Modifications approved 1/23/07. Reminder letter sent 7/2/07. Ivy planted. Arch removed. Additional plantings and work on wall needed. Early maps do not show the wall in question.
No new information or discussion. Scenic Road language being addressed by Commission.
6. State Legislature’s change in demolition waiting period from 90 days to 180 days. 7-147. Awaiting CT Trust for Historic Preservation’s position.
No new information or discussion.
IV CHAIRMAN’S REPORT
Town Report due 11/26/07. N. King volunteer.
Saugatuck River Watershed is holding a meeting on 11/15/07, 8:30 a.m.-3:30 p.m.

D. Stroetzel was requested by N. Ketcham to attend a meeting in Hartford re: affordable housing law.
On the motion of T. Flagg and the second of N. King, the Commission voted unanimously to adjourn the meeting at 10:30 p.m.
