The Chairman called the meeting to order at 8:05 p.m.
On the motion of D. Stroetzel and the second of M. Bakanas, the Commission voted unanimously to add the Town purchase of 67 Glen Hill Road as Administrative Item 1A.
I. APPROVAL OF MINUTES -Meeting of 5/22/07
On the motion of T. Flagg and the second of D. Stroetzel, the Commission voted unanimously to approve the 5/22/07 Minutes.
II. ADMINISTRATIVE
Addendum
Town purchase of 67 Glen Hill Road.
Steve Patton from the Nature Conservancy was present. He reviewed the proposal for the Town of Redding and the Nature Conservancy to purchase 54 acres on Glen Hill Road.
A Town meeting is scheduled for June 25 location TBA.
On the motion of D. Stroetzel and the second of M. Bakanas, the Commission voted unanimously to approve the purchase, to support the proposed purchase at the Public Hearing and to write a letter of support for the grant application.
1. Request to rebuild wall, 233 Umpawaug Road. Robert Far owner.
Mrs. Far was present. A letter from R. Far was read into the record by R. Dean.
On the motion of T. Flagg and the second of D. Stroetzel, the Commission voted unanimously to approve the request to rebuild the wall subject to use of the same mason as was used on the neighboring Jacobson property and use of the Jacobson's wall along the street property line as the example. If said mason is not available, a 15-foot mockup is requested per usual practice.
2. Request to rebuild wall and landscape, 48 Cross Highway. Amanda Gunthel and Frederic Peace owners, Sharon Gunthel, agent.
Sharon Gunthel was present. She reviewed the proposal accompanied by a drawing. J. Brooks will assist the applicant in locating a survey in order to determine the front property line.
On the motion of D. Stroetzel and the second of T. Flagg, the Commission voted unanimously to approve the request to construct new front plantings behind the surveyed property line, to follow in its conception the painting which was submitted and to repair the wall in keeping with the existing wall to which it extends.
3. Reference Application #459, Hedgerow Reserve, Lot #9, 32 Sunnyview Drive. J. Slattery and M. Holmes. Evergreens planted. Deciduous in Spring. Site Walks on individual basis.
Mr. and Mrs. Rijssenbeek of 420 Black Rock Turnpike were present. They reviewed drainage issues and observations. A site walk was scheduled for Sat., 6/16/07 at 8:30 a.m.
4. 207 Poverty Hollow Road. James and Jeanne Billett owners, Robert Liesegang agent. Request to remove two trees and construct a stone wall. Awaiting survey of front line from applicant.
Discussion tabled pending attendance by R. Liesegang.
5. Scenic Road complaint, 58 Marchant Road, Althea Piteo. Modifications approved 1/23/07. Reminder letter sent 5/7/07.
J. Brooks reported that per Mrs. Lockwood, she is continuing to plant ivy and is trying to find someone to take down the arch. N. King will be requested to monitor and report back.
6. Reference Application #424, Lot #3, 3 Charlie Hill Road. Paul Garavel owner. Redding Planning Commission sent 5/7/07. Site Walks on individual basis.
7. Accessory Apartment/Affordable Housing Legislation. D. Stroetzel. Update.
8. N. Burnham's report on road drainage and widening for incorporation into road regulations. Discussion. Highway summer schedule. T. Welles, M. Bakanas.
9. Poverty Hollow Road, a Designated Scenic Road. Highway Department ditch reconstructed. Road milled. T. Welles discussion.
10. Historic Preservation proposed guidelines and regulations. R. Dean.
11. Riverbend amendment to Planning letter. Possible report from J. MacBroom.
III. TO VOTE. COMMISSIONERS DISCUSS MODIFICATIONS AND CONDITIONS OF APPROVAL OR REASONS FOR DENIAL. INPUT FROM PUBLIC AT PUBLIC HEARING ONLY.
Subdivision Application #513, Barry Finch, "Laurel Acres", 52 Mountain Road. Proposed subdivision of 5.63 acres into two lots. Received 11/28/06. Presentation 12/12/06. Site Walk 1/13/07. Public Hearing opened 1/23/07. Continued 2/27/07; 3/13/07; 4/10/07. Public Hearing closed 4/24/07. Deliberation 5/22/07. Deadline to vote 6/26/07.
On the motion of R. Dean and the second of M. Bakanas, the Commission voted unanimously to approve the development of Land Requiring Special Precautions on Lots 1A and 1B, in accordance with Section 3.3 and 4/1/6 of the Subdivision Regulations. We have considered the r4ecord in this application and find, as proposed, no adverse impact will be created to health, safety, natural resource, the natural environment and indigenous character of the land.
On the motion of R. Dean and the second of T. Flagg, the Commission voted unanimously to approve this Application, Laurel Acres, 52 Mountain Road, owned by Barry Finch based on the evidence and the record compiled for Application #513.
IV. PENDING.
1. Request to rebuild stone wall at 180 Umpawaug Road. Stuart and Susan Green, owners. Georgina Scholl, agent. Being built.
2. Scenic Road Alteration. Request for alteration of Mark Twain Lane by Highway Superintendent to improve sight line. Letter 5/1/07.
3. Intersection of Marchant and Chestnut Woods, Designated Scenic Roads. Plan by Georgina Scholl and Nicolle Burnham.
4. Town Plan of Conservation & Development.
5. Scenic Road Monitoring including signs.
