Present: Diane Taylor, Chairman; Donald Stroetzel; Thomas Flagg, Alt., seated for R. Dean.
Absent: Robert Dean; Nancy King; Greg Meyer; Michael Bakanas, Alt.; Toby Welles, Alt.
Also present: Jo-an Brooks, Land Use Coordinator
The Chairman called the meeting to order at 8:05 p.m.
I. APPROVAL OF MINUTES -Meeting of 6/12/07
On the motion of D. Stroetzel and the second of T. Flagg, the Commission voted unanimously to approve the 6/12/07 Meeting Minutes as corrected: Page 3, first line under Item "7.", change "H.V.C.P.O." to "H.V.C.E.O"; Page 3 first line under Item "11."; change to Mike Bakanas will present Rob Dean's letter and new reports from J. Hayes and J. MacBroom to Zoning"; Page 4, first paragraph, second sentence, change to "We have considered the record in this application and find, as…".
On the motion of T. Flagg and the second of D. Stroetzel, the Commission voted unanimously to approve the 6/16/06 Site Walk #9, Sunnyview Drive.
II. ADMINISTRATIVE
4. 207 Poverty Hollow Road. James and Jeanne Billett owners, Robert Liesegang agent. Request to move two trees and construct a stone wall. Awaiting survey of front line from applicant.
R. Liesegang was present. He submitted the survey inclusive of the front property line as requested. Discussion will continue pending construction of the required mock-up in 5-6 months.
1. Reference Application #459, Hedgerow Reserve, Lot #9, 32 Sunnyview Drive. J. Slattery and M. Holmes. Evergreens planted. Deciduous not planted yet. Site Walks on individual basis.
Site Walk Minutes will be forwarded to T. Gormley who is requested to investigate. His report will be forwarded to Mr. Slattery.
2. Scenic Road Complaint, 58 Marchant Road, Althea Piteo. Modifications approved 1/23/07. Reminder letter sent 5/7/07. Ivy planted. Needs removal of arch and additional plantings.
A letter will be sent requesting a timetable for the required remediation. A report from neighbors re: wetland activity was investigated by T. Gormley. No activity was found.
3. Reference Application #424, Lot #3, 3 Charlie Hill Road. Paul Garavel owner. Redding Planning Commission letter sent 5/7/07. Site Walks on individual basis.
T. Flagg reported that no progress has been made.
5. Poverty Hollow Road, a Designated Scenic Road. Highway Department ditch reconstructed. Road milled. T. Welles memo.
The Commission concurred to enable D. Taylor to write a letter to N. Ketcham re: ongoing road issues.
6 N. Burnham's report on road drainage and widening for incorporation into the Road Regulations.
N. Burnham has referred this item to Tony Cirelo. J. Brooks will contact him.
7, Riverbend amendment to Planning letter. Reports from J. MacBroom and J. Hayes.
Per Zoning, further input needs to be submitted in writing only.
8. Request to rebuild stone wall at 180 Umpawaug Road. Stuart and Susan Green, owners. Georgina Scholl, agent. Completed. Site Inspection needed.
D. Taylor will inspect the wall and report at the next meeting.
9. Scenic Road Monitoring including signs.
Discussion tabled pending attendance by all Commissioners.
10. Umpawaug Road Restoration.
Issues of safety were discussed along with possible options i.e. guardrail, berm. Discussion will continue.
III. PENDING.
1. Request to rebuild stone wall, 233 Umpawaug Road. Robert Far owner.
No new information or discussion.
2. Request to rebuild wall and landscape, 48 Cross Highway.
The existing wall can be extended as discussed at the last meeting since no survey can be found.
3. Scenic Road Alteration. Request for alteration of Mark Twain Lane by Highway Superintendent to improve sight line. Letter 5/1/07.
This item will be included in D. Taylor's letter to N. Ketcham.
4. Intersection of Marchant and Chestnut Woods, Designated Scenic Roads. Plan by Georgina Scholl and Nicolle Burnham.
This item will be included in D. Taylor's letter to N. Ketcham.
5. Town Plan of Conservation & Development. Discussion.
No new information or discussion.
ADDENDUM
Referral from Ridgefield. Application by Eureka V LLC for change in Zoning text, change in Zoning map and amendment to the Town Plan of Conservation & Development on 153+- acres at 616 Bennetts Farm Road.
John Hayes was present for this discussion. D. Taylor read a report from J. Hayes.
On the motion of D. Taylor and the second of D. Stroetzel, the Commission voted unanimously to forward a letter to Ridgefield recommending denial of this for reasons detailed in J. Hayes' letter and forthcoming addendum re: traffic impact.
IV CHAIRMAN'S REPORT
On the motion of T. Flagg and the second of D. Stroetzel, the Commission voted unanimously to forward T. Welles' draft letter re: Shivarick signed by Diane Taylor.
The Nature Conservancy/Town purchase of the Levine property passed unanimously.
Re: Jacobson, 229 Umpawaug Road. Report of rocks in easement. The easement will be reviewed to verify that rocks are prohibited prior to contacting resident. The gate is outside the Commissions purview.
On the motion of T. Flagg and the second D. Stroetzel, the Commission voted unanimously to adjourn the meeting at 8:45 p.m.
