Absent: Greg Meyer; Michael Bakanas, Alt.; Thomas Flagg, Alt.
Also present: Jo-an Brooks, Land Use Coordinator
The Chairman called the meeting to order at 8:00 p.m.
Administrative Item 10 was moved to the first item for discussion.
I. APPROVAL OF MINUTES -Meeting of 5/8/07
On the motion of D. Stroetzel and the second of T. Welles, the Commission voted unanimously to approve the 5/8/07 Minutes as amended: last page, last paragraph, change to "On the motion of N. King, the Commission voted unanimously to adjourn the meeting at 10:45 p.m."
II.ADMINISTRATIVE
10. 207 Poverty Hollow Road. James and Jeanne Billett owners, Robert Liesegang agent. Request to remove two trees and construct a stone wall
R. Liesegang was present. He reviewed the proposal and submitted photographs of the trees proposed to be removed. Mr. Liesegang reported that per CL&P, conduits must be on the rear of a pole 180 degrees.
Options to tree removal were discussed. The Commission requested that Mr. Liesegang submit a survey to determine the property line. A 10-15-foot stone wall mock-up was requested for Commission inspection. Discussion will continue pending receipt of the survey.
1. N. Burnham's report on road drainage and widening. Discussion.
A variety of issues relating to town roads, including overall safety, aesthetics and maintenance issues, were discussed. A letter will be sent to the Board of Selectmen with N. Burnham's report attached.
2. Restoration of Umpawaug Road. T. Welles, M. Bakanas, R. Dean. Update.
T. Welles provided an update. The tree in the island has been removed and another tree is scheduled to be planted. Discussion will continue.
3. Town Plan of Conservation & Development. Discussion.
J. Hayes is working on background data and waiting for base map.
4. Accessory Apartment/Affordable Housing Legislation. D. Stroetzel. Update.
D. Stroetzel reviewed the premise of SB 1057 which is going to the Senate for consideration.
5. Scenic Road Monitoring including signs.
Commissioners reported on Scenic Road observations.
6. Reference Application #459, Hedgerow Reserve, Lot #9,
32 Sunnyview Drive. J. Slattery and M. Holmes. Evergreens planted. Deciduous in Spring. Site Walks on individual basis.
T. Welles noted his observations from his 5/22/07 drive by. No deciduous trees were observed. A phone call will be made regarding recommendations made by the Commission.
7. Scenic Road Complaint, 58 Marchant Road, Althea Piteo. Modifications approved 1/23/07. Reminder letter sent 5/7/07.
N. King reported that the wall and archway are still intact. A letter will be sent requiring a date by which the requested remediation will be complete.
8. Poverty Hollow Road, a Designated Scenic Road. T. Welles, M. Bakanas. Highway Department ditch reconstructed. Road milled. Discussion re: N. Burnham's report.
T. Welles reported that the road has been milled. A copy of N. Burnham's design will be re-sent to B. Sanford.
9. Reference Application #424, Lot #2, 3 Charlie Hill Road. Paul Garavel owner. Redding Planning Commission letter sent 5/7/07. Site Walks on individual basis.
T. Flagg is investigating and will report back at the next meeting.
III. DELIBERATION: COMMISSIONERS DISCUSS MODIFICATIONS AND CONDITIONS OF APPROVAL FOR DENIAL. INPUT FROM PUBLIC AT PUBLIC HEARING ONLY.
Subdivision Application #513, Barry Finch, "Laurel Acres", 52 Mountain Road. Proposed subdivision of 5.63 acres into two lots. Received 11/28/06. Presentation 12/12/06. Site Walk 1/13/07. Public Hearing opened 1/23/07. Continued 2/27/07; 3/13/07; 4/10/07. Public Hearing closed 4/24/07. Deadline to vote 6/26/07.
Commission deliberated. Discussion will continue at the next meeting.
IV. PENDING.
1. Request to rebuild stone wall at 180 Umpawaug Road. Stuart and Susan Green, owners. Georgina Scholl agent. Being built.
2. Scenic Road Alteration. Request for alteration of Mark Twain Lane by Highway Superintendent to improve sight line. Letter 5/1/07.
3. Intersection of Marchant and Chestnut Woods, Designated Scenic Roads. Plan by Georgina Scholl and Nicolle Burnham.
D. Taylor read an update memo from G. Scholl.
V.CHAIRMAN'S REPORT
R. Dean reviewed Historic Preservation issues he's working on with G. Connolly. Initial ideas will be forwarded to the Commissioners for review and further discussion.
On the motion of R. Dean, the Commission voted unanimously to adjourn the meeting at 10:30 p.m.
