Absent: Greg Meyer; Thomas Flagg, Alt.
Also present: Jo-an Brooks, Land Use Coordinator
The Chairman called the meeting to order at 8:08 p.m.
I. APPROVAL OF MINUTES -Meeting of 8/14/07
On the motion of D. Stroetzel and the second of R. Dean, the Commission voted unanimously to approve the 8/14/07 Minutes as corrected: Page 1, "Approval of Minutes", third line, change "$404" to "#402".
II. ADMINISTRATIVE
1. Road Regulations. Draft from Tony Ciriello. To be discussed.
Commission comments were reviewed. Sample Regulations will be obtained from other towns similar to Redding for use in revisions. Road maintenance plan will be recommended to N. Ketcham.
2. Scenic Road Monitoring reports including signs.
Commissioners reviewed status of Scenic Roads. No new problems reported.
3. Mail Coach Road - Historic Easement. M. Lavelle drafting easement.
The draft easement was submitted. Revisions by K. von Jena were reviewed.
On the motion of D. Taylor and the second of R. Dean, the Commission voted unanimously to ask the Board of Selectmen to make this declaration.
On the motion of R. Dean and the second of T. Welles, the Commission voted unanimously to amend the motion.
4. Scenic Road Alteration. Request for alteration of Mark Twain Lane by Highway Superintendent to improve sight line. Letter sent 7/19/07. Stakes ready for review. Reports of Commissioners inspections.
Commissioner observations were reviewed. Since the portion to be excavated is of unknown nature, a reminder will be issued noting N. Burnham's original report stating that if ledge is encountered further engineering is required.
5. Referral from Zoning. Highstead Foundation, Inc., 127 Lonetown Road, Frank Talcott, agent. Addition to Headquarters Barn. Zoning Public Hearing 9/12/07. To Vote.
D. Taylor read a report from J. Hayes.
On the motion of R. Dean and the second of N. King, the Commission voted unanimously to send a favorable letter to Zoning quoting portions of J. Hayes' report and stating that it is in conformance with the Town Plan of Conservation & Development.
III. PENDING.
1. Scenic Road Complaint, 58 Marchant Road, Althea Lockwood. Modifications approved 1/23/07. Reminder letter sent 7/2/07. Ivy planted. Arch removed. Additional plantings and work on wall needed. Letter sent 8/16/07.
2. Reference Application #424, Lot #2, 3 Charlie Hill Road. Paul Garavel owner. Redding Planning Commission letter sent5/7/07. Presentation 7/10/07. Timetable for remediation requested. Large trees in fall.
3. Umpawaug Road boulders. Wood post and cable guard rail to be installed per T. Welles.
4. Intersection of Marchant and Chestnut Woods, Designated Scenic Roads. Plans by G. Scholl and Tony Ciriello. Alternate V approved. Plans with Bruce Sanford.
IV. CHAIRMAN'S REPORT
The Commission reviewed a draft letter to residents new to a Designated Scenic Road. T. Welles will put together a visual to accompany the letter.
R. Dean reported on his presentation at the 8/21/07 Conservation Commission meeting pertaining to SR 4.1.9a. R. Dean and J. Brooks will re-write the introduction to the Planning Application form accordingly,
On the motion of R. Dean, the Commission voted unanimously to adjourn the meeting at 10:12 p.m.
