MINUTES

Present: Diane Taylor, Chairman; Robert Dean; Nancy King; Greg Meyer; Thomas Flagg, Alt.; Toby Welles, Alt., seated for D. Stroetzel.
Absent: Donald Stroetzel; Michael Bakanas, Alt.
Also present: Jo-an Brooks, Land Use Coordinator
The Chairman called the meeting to order at 8:05 p.m.
I. APPROVAL OF MINUTES - Meeting of 2/27/07
On the motion of R. Dean and the second N. King of the Commission voted unanimously to approve the 2/27/07 Meeting Minutes.
II. PUBLIC HEARING - CONTINUED
Subdivision Application #513, Barry Finch, "Laurel Acres", 52 Mountain Road. Proposed subdivision of 5.63 acres into two lots. Received 11/28/06. Presentation 12/12/06. Site Walk 1/13/07. Public Hearing opened 1/23/07. Continued 2/27/07. Extended deadline to close 3/27/07.
M. Mazzucco and B. Finch were present.
D. Taylor read the following new letters and reports into the record:
-report dated 3/8/07 from Milone & MacBroom
-verbal report per J. Brooks from John Hayes dated 3/13/07
-telephone call from Asst. Fire Marshall re: fire tank on 3/13/07
-letter dated 1/27/07 from C. Couch re: cave
R. Dean questioned the location of the cave. M. Mazzucco reviewed the location per his discussion with E. Weigand, archaeologist.
Mr. Mazzucco stated that he will revise the plan to include a fire tank as requested by the Fire Department. Formal responses to the reports from J. Hayes and N. Burnham will be submitted.
The Public Hearing will continue at the next meeting.
III. ADMINISTRATIVE
1. Reference Application #490, Scott and Jennifer Estabrook. Request to remove tree to enlarge garage and add a family room. Fill a dry well. Individual site walks. To Vote.
Mr. Estabrook and Sam Callaway were present. Site walk findings were discussed.
On the motion of R. Dean and the second of T. Welles, the Commission voted unanimously to approve Reference Application #490.
2. Reference Application #506, Ryder Farm. Falciglia & Valeri Construction LLC, owners. Request to implement planting plan in lieu of scenic easement.
Paul Valeri was present along with Craig Studer, Landscape Architect, and Mr. and Mrs. Warren.
Mr. Valeri reviewed the proposed planting plan. Mr. Studer detailed the specific types of proposed plantings. D. Taylor noted that a change in the approved plan would necessitate a Public Hearing.
Site walks will be on individual basis and a Public Hearing will be scheduled.
3. Restoration of Umpawaug Road. T. Welles, M. Bakanas, R. Dean. Update. N. Burnham's recommendation re road drainage and widening.
No new information or discussion.
4. Referral from Zoning: Amendment to Section 4.2 Active Adult Residential Village.
On the motion of D. Taylor and the second of N. King, the Commission voted unanimously that the proposed Amendment to Section 4.2 is not in conformance with the Town Plan of Conservation & Development and they recommended denial.
5. Town Plan of Conservation & Development. John Hayes' schedule.
The scheduled order of review for the 2008 Town Plan of Conservation & Development was discussed. Review continued to next meeting.
6. Accessory Apartment Legislation. R. Dean. Action for legislative session.
No new information or discussion.
IV. PENDING.
1. Proposed Amendments to Subdivision Regulations Section 4.1. Public Hearing closed.
2. Historic Preservation. R. Dean, T. Flagg. Recommendations for future action.
3. Volunteers to report on Scenic Road monitoring second meeting of every month.
4. Subdivision Application #512, Frank Marini, "Lillian Estates", 417 Rock House Road. Proposed subdivision of 17.76 acres into three lots. Received 11/28/06. Presentation 12/12/06. Site Walk on individual basis. Public Hearing opened 1/9/07. Extended to 2/27/07. Deadline to close extended to 3/20/07.
V. CHAIRMAN'S REPORT

2. Scenic Road signs installed where needed?
3. League of Women Voters coffee, Mon., 3/19/07, 9:00 am-10:30 am
4. Housatonic Valley Long Range Transportation Plan.
J. Hayes report was read. A letter will be forwarded thanking the Council of all their work and stating that it would be appreciated if Routes 53, 57, 58 and 107 could be reclassified to minor collector status. The Department of Transportation recommends that arterials and collector major roads not penetrate identifiable neighborhoods.
On the motion of T. Welles and the second of G. Meyer, the Commission voted unanimously to adjourn the meeting at 9:35 p.m.
