Absent: Greg Meyer; Michael Bakanas, Alt.; Thomas Flagg, Alt.
The Chairman called the meeting to order at 8:05 p.m.
I. APPROVAL OF MINUTES -Meeting of 8/28/07
On the motion of N. King and the second of T. Welles, the Commission voted unanimously to approve the 8/28/07 Minutes as amended: Page 1, last paragraph, change to "On the motion of R. Dean and the second of T. Welles, the Commission voted unanimously to amend the motion to clarify the language related to maintaining the road in its present condition."
II. ADMINISTRATIVE
1. Road Regulations. Discussion to be finalized for meeting with Tony Ciriello.
Proposed Road Regulations were reviewed. Suggestions for revisions were discussed. Formation of a Road Regulations Subcommittee was discussed. A letter will be forwarded to T. Ciriello requesting a meeting with the Subcommittee. Discussion will continue.
2. Scenic Road Monitoring. Reports including signs.
R. Dean noted construction of a stone wall on the Far property, Umpawaug Road. A letter will be sent with photographs of approved styles of stone wall construction. D. Stroetzel reported replacement of drainage ditches on Wayside Lane.
III. PENDING
1. Scenic Road Complaint, 58 Marchant Road, Althea Lockwood. Modifications approved 1/23/07. Reminder letter sent 7/2/07. Ivy planted. Arch removed. Additional plantings and work on wall needed. Letter sent 8/6/07.
No new information or discussion.
2. Reference Application #424, Lot #2, 3 Charlie Hill Road. Paul Garavel owner. Redding Planning Commission letter sent 5/7/07. Presentation 7/10/07. Timetable for remediation requested. Large trees in fall.
No new information or discussion.
3. Umpawaug Road boulders. Wood post and cable guard rail to be installed per T. Welles.
No new information or discussion.
4. Intersection of Marchant and Chestnut Woods, Designated Scenic Roads. Plans by Georgina Scholl and Tony Ciriello. Alternate V approved. Plans with Bruce Sanford.
No new information or discussion.
5. Scenic Road Alteration. Request for alteration of Mark Twain Lane by Highway Superintendent to improve sight line. Letter sent 7/19/07. Staking for excavation approved 8/28/07.
IV CHAIRMAN'S REPORT
D. Taylor noted distribution of House Talk. Anyone interested should contact C. Keil.
A memo from N. Ketcham was received re: Mailcoach Road easement. T. Welles will attend the 9/17/07 Board of Selectmen meeting.
A letter from Doug Fuchs was received re: speed enforcement on Umpawaug Road.
On the motion of N. King, the Commission voted unanimously to adjourn the meeting at 8:55 p.m.
