MINUTES
 
Tuesday, August 14, 2007
8:00 p.m. - Old Town House
 
Present:  Diane Taylor, Chairman; Robert Dean; Nancy King; Donald Stroetzel; Michael Bakanas, Alt., seated for G. Meyer; Toby Welles, Alt.
 
Absent:  Greg Meyer; Thomas Flagg, Alt.
 
Also present: Jo-an Brooks, Land Use Coordinator
 
The Chairman called the meeting to order at 8:02 p.m.
 
I. APPROVAL OF MINUTES   -Meeting of 7/24/07
                                                            -Site Walk of 7/28/07
 
On the motion of D. Stroetzel and the second of N. King, the Commission voted unanimously to approve the Minutes as corrected:  Page 1, title of Item "2." under "Administrative", change "$404" to "#402";  Page 2, Item "7.", second sentence, add "Concerns regarding the impact on the streetscape were also discussed"; Page 2, Item "5.", third sentence, change to "After discussion, the Commissioners decided that the number of trees in the island should be decided by the Scenic Road Subcommittee after the island is constructed."
 
On the motion of M. Bakanas and the second of N. King, the Commission voted unanimously to approve the 7/28/07 Site Walk Minutes as amended.
 
II.ADMINISTRATIVE
 
1.      Reference Application #402, York Estates, Richard & Joyce Fiorella, Lot Y-7, 11 John Todd Way.  Request to alter Lot Development Plan.  Site Walk 7/28/07.  TO VOTE.
 
Mr. Fiorella was present.
 
On the motion of R. Dean and the second of N. King, the Commission voted unanimously to approve Reference Application #402 subject to the receipt of a map showing the amended buildable area prepared by a surveyor and acceptable to the Land Use Office.
 
2.      Reference Application #459, Hedgerow Reserve, Lot #9, 32 Sunnyview Drive.  J. Slattery and M. Holmes.  Evergreens planted.  Deciduous planted, ready for inspection.  Drainage problems resolved.  Discussion re Site Walk.
 
Commissioners reviewed their site inspection findings and concurred that all required plantings have been completed.  No further discussion needed.
 
3.      Road Regulations.  Draft from Tony Ciriello.  For discussion.
 
Commissioners will review the draft Regulations and discuss suggested modifications at the next meeting.
 
4.      Referral from Zoning: Amendment to Sections 5.3.6(f), Lighting.  TO VOTE.
 
Per J. Hayes, the existing Regulations are sufficient to ensure protection of neighboring property owners.  A favorable letter will be forwarded to Zoning noting that the plan is in conformance with the Town Plan of Conservation & Development.
 
5.      Poverty Hollow Road, a Designated Scenic Road.  Highway Department ditch reconstructed.  Road milled.  Letter sent 7/26/07.  Dirt berm should be removed per N. Burnham. 
 
D. Taylor read a memo from N. Burnham.  T. Welles confirmed that the earthen berm has been removed.
 
6.      Scenic Road Monitoring reports including signs.
 
Commissioners reported on Scenic Road activity.  N. King updated the Commission on the arch removal at 58 Marchant Road which is not satisfactorily completed.  The baumanite at the arch has not been removed an the plantings are not sufficient.
 
T. Welles will investigate the possible design of a sign delineating the start of a Scenic Road for placement on Topstone and Poverty Hollow Roads.
 
Wayside Lane has been widened without an application.
 
7.      Scenic Road Alteration, 229 Umpawaug Road, Reference Application #447.  New stone pillars-gate.  Letter sent, response received. 
  
D. Taylor read the response letter from Mr. Jacobson.  N. King updated the Commission on the proposed gate plans.  Ms. King will compile a list of locations of walls and gates that meet the Commission guidelines for future
reference.
 
III PENDING
 
1.      Scenic Road Alteration.  Request for alteration of Mark Twain Lane by Highway Superintendent to improve sight line.  Letter sent 7/19/07. 
 
As of 8/14/07, the area had not yet been staked.  N. Ketcham will be advised.
 
2.      Scenic Road Complaint, 58 Marchant Road, Althea Lockwood.  Modifications approved 1/23/07.   Reminder letter sent 7/2/07.  Ivy planted.  Arch removed.  Additional plantings and work on wall needed.
 
Discussion will continue re: continuing removal of arch and requested plantings.
 
3.      Mail Coach Road - Historic Easement.  K. von Jena and M. Lavelle.
 
Atty. Lavelle is drafting an easement.
 
4.      Reference Application #424, Lot #2, 3 Charlie Hill Road.  Paul Garavel owner.  Redding Planning Commission letter sent 5/7/07.  Presentation 7/10/07.  Timetable for remediation requested.  Large trees in fall.
 
No new information or discussion.
 
5.      Umpawaug Road boulders.  Wood post and cable guard rail to be installed per T. Welles.
 
Per N. Ketcham, B. Sanford is obtaining estimates on wood posts and wire guard rail.  Discussion will continue.
 
IV CHAIRMAN'S REPORT
 
1.      Discussion of Section 4.1.9a as it affects Redding Conservation Commission for their meeting of 8/21/07.
 
R. Dean will attend 8/21/07 Conservation Commission meeting to review Section 4.1.9a.
 
             2.      No progress on Costa Lane.
 
D. Taylor read a memo from N. Burnham re:  Costa Lane.
 
 
On the motion of D. Stroetzel, the Commission voted unanimously to adjourn the meeting at 10:02 p.m.
