The Chairman called the meeting to order at 8:03 p.m.
I. APPROVAL OF MINUTES -Meeting of 4/24/07
On the motion of D. Stroetzel and the second of N. King, the Commission voted unanimously to approve the 4/24/07 Meeting Minutes.
II. ADMINISTRATIVE
1. N. Burnham's report on road drainage and widening. Discussion.
D. Taylor read N. Burnham's report on road drainage. Discussion will continue.
2. Restoration of Umpawaug Road. T. Welles, M. Bakanas, R. Dean. Update.
T. Welles reported that the island has been enlarged. Per an email from G. Scholl, an elm tree will be planted on 5/9/07. Monitoring will continue.
3. Town Plan of Conservation & Development. Discussion with John Hayes.
J. Hayes and the Commission discussed areas for review and possible additions to the Town Plan. J. Hayes will proceed with a draft for the first chapter.
4. Accessory Apartment/Affordable Housing Legislation. D. Stroetzel. Report on 5/1/07. Affordable Housing Conference in Plantsville.
D. Stroetzel was asked by N. Ketcham to represent Redding at an accessory apartment/affordable housing forum in Plantsville. He read his letter forwarded to Mrs. Ketcham detailing his reactions to that meeting.
5. Referral from Zoning: Reeda Harsche, Three Levels Corp., 626 Redding Road. Site Plan for zone change from R-2 to R.V. Public Hearing 5/23/07.
On the motion of D. Taylor and the second of R. Dean, the Commission voted unanimously to recommend denial of all three aspects of this referral. A letter will be forwarded to Zoning with J. Hayes' report attached.
III. PENDING.
1. Subdivision Application #513, Barry Finch, "Laurel Acres", 52 Mountain Road. Proposed subdivision of 5.63 acres into two lots. Received 11/28/06. Presentation 12/12/06. Site Walk 1/13/07. Public Hearing opened 1/23/07. Continued 2/27/07; 3/13/07; 4/10/07. Public Hearing closed 4/24/07. Deadline to vote 6/26/07.
No new information or discussion.
2. Request to rebuild stone wall at 180 Umpawaug Road. Stuart and Susan Green, owners. Georgina Scholl, agent.
Observations made by Commissioners on their drive-bys were reviewed. For future like applications, the Commission will request yellow tape marking the new section for easy identification.
D. Taylor requested all Commissioners to report changes on Scenic Roads to the Commissioner in charge of that road.
3. Scenic Road Alteration. Request for alteration of Mark Twain Lane by Highway Superintendent to improve sight line.
D. Taylor reported that a letter has been forwarded. Awaiting a response.
4. Intersection of Marchant Road and Chestnut Woods, Designated Scenic Roads. Plan by Georgina Scholl for approval.
D. Taylor read a letter sent to Bruce Sanford. Further discussion pending response.
IV. CHAIRMAN'S REPORT
-Poverty Hollow Road has been milled. Per N. Burnham, the berm is negatively affecting drainage. T. Welles will forward a detailed drawing and description for approval by N. Burnham to be sent to B. Sanford.
-T. Welles will investigate requested tree planting on Hedgerow Reserve. He will notify Commissioners if the area is ready for inspection.
-Letters were sent to Garavel, Charlie Hill Road and Piteo, Marchant Road re: required remediation.
On the motion of and the second of the Commission voted unanimously to adjourn the meeting at 10:45 p.m.
