The Chairman called the meeting to order at 8:08 p.m.
On the motion of R. Dean and the second of N. King, the Commission voted unanimously to add to the agenda the scheduling of a Region 9 meeting to be held in October.
I. APPROVAL OF MINUTES -Meeting of 9/11/07
On the motion of T. Welles and the second of R. Dean, the Commission voted unanimously to approve the 9/11/07 Meeting Minutes.
II. APPLICATION FOR RECEIPT. NO DISCUSSION. SCHEDULE PRESENTATION.
Subdivision Application #514, Charles L. Tyler, owner, Thomas Ryder, Land -Tech Consultants, Inc. (agent), 130 Topstone Road. Proposed subdivision of 33.441 acres into three lots.
On the motion of R. Dean and the second of N. King, the Commission voted unanimously to receive Subdivision Application #514. The presentation will be held on October 9, 2007.
III. ADMINISTRATIVE
1. Referral from Board of Selectmen, Section 8-24. Proposed conveyance of a .29 acres parcel off Orchard Drive to the Nature Conservancy (0.16 acre) and Mr. and Mrs. Robert Cieri (0.13 acre).
Richard Emerson, President of Redding Open Lands, was present on behalf of the Town and The Nature Conservancy. D. Taylor read a report from J. Hayes. Mr.
Emerson reviewed the proposal to be voted on at the 10/4//07 Town Meeting.
On the motion of T. Flagg and the second of R. Dean, the Commission voted unanimously to send a positive response to the Board of Selectmen for the proposed conveyance of a .29 acres parcel off Orchard Drive to The Nature Conservancy (0.16 acre) and Mr. and Mrs. Robert Cieri (0.13 acre).
2. Road Regulations. Discussion to be finalized for meeting with Tony Ciriello.
Notes from the last meeting were reviewed and Commissioners noted their desire to separate regulations concerning road maintenance and construction of new roads.
T. Welles will compile a composite of reference materials. He will also do a synopsis of that composite and an overview of the discussion separating maintenance from road regulation issues. Mr. Welles will forward this information to N. Ketcham and T. Ciriello.
Mr. Ciriello will be requested to visit Redding and inspect roads indicative of the character in order to assist in developing relevant regulations.
3. Scenic Road Monitoring. Reports including signs.
Guardrails are missing cable on Sherman Turnpike and Pine Tree Road.
IV. PENDING.
1. Scenic Road Complaint, 58 Marchant Road, Althea Lockwood. Modifications approved 1/23/07. Reminder letter sent 7/2/07. Ivy planted. Arch removed. Additional plantings and work on wall needed. Letter sent 8/16/07.
D. Taylor reported her observations noted during 9/25/07 drive-by. A letter will be sent requesting a status report as it doesn't appear that the original directives have been followed and additional mediation is needed. Discussion will continue.
2. Reference Application #424, Lot #2, 3 Charlie Hill Road. Paul Garavel, owner. Redding Planning Commission letter sent 5/7/07. Presentation 7/10/07. Timetable for remediation requested. Large trees in fall.
D. Taylor read a letter dated 9/20/07 from Mrs. Garavel requesting that she be allowed to retain the pillars on the sides of the driveway entrance. The
Commission concurred that allowances have already been granted by the Planning and Conservation Commissions and the Redding Land Trust. A letter denying the new request will be sent with thanks for the Garavel’s cooperation.
3. Umpawaug Road boulders. Wood post and cable guard rail to be installed per T. Welles.
The Highway Department is waiting for the materials.
4. Intersection of Marchant and Chestnut Woods, Designated Scenic Roads. Plans by Georgina Scholl and Tony Ciriello. Alternate V approved. Plans with Bruce Sanford.
B. Sanford has requested a meeting with T. Ciriello. This should go through Planning Commission due to budget restraints. Discussion will continue.
5. Scenic Road Alteration. Request for alteration of Mark Twain Lane by Highway Superintendent to improve sight lines. Letter sent 7/19/07. Staking for excavation approved 8/28/07.
D. Taylor reported that per B. Sanford, the alteration has been completed.
V. CHAIRMAN'S REPORT
233 Umpawaug, Robert Far. Rebuild stone wall.
They have not followed instructions. A letter will be written.
D. Taylor noted upcoming meetings and seminars. Anyone interested should contact C. Keil.
T. Welles will attend the re-scheduled Board of Selectmen meeting on 10/20/07 re: Mail Coach Road Historic Easement.
On the motion of N. King, the Commission voted unanimously to adjourn the meeting at 9:45 p.m.
