The Chairman called the meeting to order at 8:05 p.m.
I. APPROVAL OF MINUTES -Meeting of 9/25/07
On the motion of R. Dean and the second of N. King, the Commission voted unanimously to approve the 9/25/07 Minutes.
II. PRESENTATION(S). SCHEDULE SITE WALK AND PUBLIC HEARING
Subdivision Application #514, Charles I. Tyler, owner, Thomas Ryder, Land-Tech Consultants, Inc. (agent), 130 Topstone Road. Proposed subdivision of 33.441 acres into three lots. Received 9/25/07.
No presentation. Application has been withdrawn.
III. ADMINSTRATIVE
1. 233 Umpawaug Road, Robert Far. Stone wall construction on a Scenic Road. Letter sent 9/27/07.
Mr. Far was present. D. Taylor and J. Brooks drove by today and reported that the front of wall is perfect. The top of the wall needs to be made more natural and rustic.
Discussion will continue pending completion and inspection of the wall.
2. Scenic Road Complaint, 58 Marchant Road, Althea Lockwood. Modifications approved 1/23/07. Reminder letter sent 7/2/07. Ivy planted. Arch removed. Additional plantings and work on wall needed. Letter sent 8/16/07.
Mr. and Mrs. Lockwood were present. Mr. Lockwood reviewed a new survey with the current stone wall location. A prior survey may specify the original stone wall location as the property line.
Interpretation of the Scenic Road Ordinance was reviewed. Proactive measures that now inform new residents of the Designated Scenic Road status were discussed. Mr. Lockwood urged the Commission to clarify the language in the Ordinance.
The Commission concurred that more precise language is required which will be discussed as a separate Agenda item.
3. Town Plan of Conservation & Development, John Hayes.
John Hayes reviewed progress. The Land Use Map and a draft text for the Land Use chapter will be reviewed at the next meeting.
4. Road Regulations. Discussion re progress.
The Road Regulations Subcommittee will be meeting with T. Ciriello on 10/23/07 at 6:30 p.m. T. Welles has spoken to Mr. Ciriello re: maintenance vs. new roads. N. Ketcham has been updated.
5. Scenic Road Monitoring. Reports including signs.
A letter will be sent to B. Sanford thanking him for the work on Mark Twain Lane and Wayside Lane.
T. Welles noted the lack of guardrails at the corner of Goodrich and Poverty Hollow Roads. Additional areas were discussed.
6. Referral from Zoning, 196 Lonetown Road - Accessory Apartment. Public Hearing 10/24/07.
D. Taylor read a memo from J. Hayes.
On the motion of R. Dean and the second of D. Stroetzel, the Commission voted unanimously to recommend approval noting that it is in conformance with the Town Plan of Conservation & Development.
7. Referral from Zoning, Section 5.8 "Protection of Historic Landmarks". Public Hearing 10/24/07.
J. Hayes read his report.
On the motion of R. Dean and the second of N. King, the Commission voted unanimously to send a positive referral to the Zoning Commission and include the recommendation that the language in Section 5.8.2 be modified to be explicit that it includes site plan reviews as well as zoning permit reviews.
IV. PENDING
1. Reference Application #424, Lot #2, 3 Charlie Hill Road. Paul Garavel owner. Redding Planning Commission letter sent 5/7/07. Presentation 7/10/07. Timetable for remediation requested. Work not yet completed.
No new information or discussion.
2. Umpawaug Road boulders. Wood post and cable guard rail to be installed per T. Welles. Waiting for materials.
No new information or discussion.
3. Intersection of Marchant and Chestnut Woods, Designated Scenic Roads. Plans by Georgina Scholl and Tony Ciriello. Alternate V approved. Plans with Bruce Sanford.
No new information or discussion. T. Welles will discuss with T. Ciriello on 10/23/07.
4. Scenic Road Alteration. Request for alteration of Mark Twain Land by Highway Superintendent to improve sight line. Letter sent 7/19/07. Staking for excavation approved 8/28/07. Excavation completed.
This item is completed and will be removed from the agenda.
V. CHAIRMAN'S REPORT
T. Welles will represent the Commission at the 10/22/07 Board of Selectmen meeting re Mailcoach Road Historical Easement.
R Dean will Chair the Commission at the Region 9 meeting, 10/30/07, 7:30 p.m. at JBHS.
On the motion of D. Stroetzel, the Commission voted unanimously to adjourn the meeting at 10:45 p.m.
